Dear Senator Erickson: 
 
 SUBJECT: Fiscal Note for SB 49 by Senate Committee on Education 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning SB 49 is 
respectfully submitted to your committee. 
 
 Under current law, all local boards of education are required to assess the education needs 
of each attendance center. SB 49 would require the local boards to include input for these 
assessments from board members, teachers employed by the school district, school site councils, 
and attendance center administrators. In addition, the bill would require each member of local 
boards of education to receive state assessment results for the school districts, including the 
number of students who scored at each of the levels 1, 2, 3 and 4 on the assessments. 
 
 Finally, the bill would require the budget of each school district to allocate or reallocate 
sufficient funds so that all students can achieve the following goals, as listed in KSA 72-3218(c), 
that students would be sufficient in:  (1) oral and written communication skills to enable students 
to function in a complex and rapidly changing civilization; (2) knowledge of economic, social, and 
political systems to enable the student to make informed choices; (3) understanding of 
governmental processes to enable the student to understand the issues that affect his or her 
community, state, and nation; (4) self-knowledge and knowledge of his or her mental and physical 
wellness; (5) grounding in the arts to enable each student to appreciate his or her cultural and 
historical heritage; (6) training or preparation for advanced training in either academic or 
vocational fields to enable each child to choose and pursue life work intelligently; and (7) levels 
of academic or vocational skills to enable public school students to compete favorably with their 
counterparts in surrounding states, in academics or in the job market.

 The bill would require that any time that funds would be reallocated during budget 
preparation, these funds would be identified in the budget and summary of the budget document.  
Current law does not reference “reallocation” of funds. 
 
 The Department of Education indicates that the enactment of the bill would have no fiscal 
effect for the agency.  The Kansas Association of School Boards indicates that the enactment of 
the bill would require additional involvement of local boards of education in the school building 
needs assessment process.  The bill would require additional administrative processes for local 
boards of education; however, a fiscal effect cannot be estimated.
