Dear Senator Warren: 
 
 SUBJECT: Fiscal Note for SB 53 by Senate Committee on Judiciary 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning SB 53 is 
respectfully submitted to your committee. 
 
 SB 53 would require that certain registration fees for law libraries must be used to establish 
and maintain county law libraries and such libraries must be established or maintained in the 
county courthouse or other suitable place maintained by the county commissioners. For all 
counties, excluding Johnson, Sedgwick, and Douglas, the board of trustees would be required to 
consist of not fewer than two attorneys who reside in the county and were appointed by the chief 
judge of the judicial district.  The bill would also allow the chief judge of the judicial district to 
use library fees to facilitate and enhance functions of the district court.  
 
 The Office of Judicial Administration indicates enactment of the bill would have a 
negligible fiscal effect on the Judicial Branch.  Any fiscal effect associated with SB 53 is not 
reflected in The FY 2026 Governor’s Budget Report.  
 
 The Kansas Association of Counties indicates enactment of the bill could help offset the 
cost of district court operations, but that a precise fiscal effect cannot be estimated.
