SESSION OF 2025 SUPPLEMENTAL NOTE ON SENATE BILL NO. 77 As Recommended by Senate Committee on Government Efficiency Brief* SB 77 would require an agency to provide written notice to businesses, local governments, and other known stakeholders regarding the agency’s proposed expedited revocation of a rule or regulation identified by the state agency as one that could be revoked. [Note: Continuing law requires an agency to hold a public hearing on the proposed notice of revocation upon written request of a member of the public.] In a statute requiring agency review and evaluation of rules and regulations every five years, the bill would remove agencies that either no longer exist or that no longer have rules and regulation authority from the list of agencies subject to these requirements. The bill would be in effect upon publication in the Kansas Register. The proponent stated that the bill addresses concerns agencies had regarding how a member of the public is notified of proposed revocation of rules and regulations to have opportunity to request a public hearing. The representative also noted the bill cleans up the list of agencies required to evaluate their rules and regulations by removing defunct agencies from the list. No other testimony was provided. Fiscal Information According to the fiscal note prepared by the Division of the Budget on the bill, the Secretary of State, Department of Revenue, Office of the Attorney General, Department of Agriculture, Department for Aging and Disability Services, Department of Wildlife and Parks, Department of Labor, Department for Children and Families, Department of Health and Environment, and Department of Administration state that the bill would have no fiscal effect on the agencies.
