Dear Senator Thompson: 
 
 SUBJECT: Fiscal Note for SB 83 by Senate Committee on Federal and State Affairs 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning SB 83 is 
respectfully submitted to your committee. 
 
 SB 83 would require a city that has extraterritorial zoning regulations or subdivision 
regulations to consider territory outside the corporate limits of the city part of the city for purposes 
of all city elections.  Qualified electors living within the territory outside the corporate limits of 
the city would be considered qualified electors of the city.  The voting area for any member of the 
city governing body would include the territory subject to extraterritorial zoning regulations or 
subdivision regulations.  If the governing body members are elected by district, at least one district 
would include the territory outside the corporate limits of the city. 
 
 The Secretary of State indicates it would use existing resources to provide training and 
update manuals for county election officials; update the agency’s website; and update public 
documents and information.  Any fiscal effect associated with SB 83 is not reflected in The FY 
2026 Governor’s Budget Report.  
 
 The Kansas Association of Counties and the League of Kansas Municipalities indicate SB 
83 could increase expenditures related to having more eligible voters for regularly scheduled city 
elections or special elections.  However, the Association and the League are unable to estimate a 
fiscal effect.
