 SUBJECT: Fiscal Note for SB 95 by Senator Haley 
 
 In accordance with KSA 75-3715a, the following fiscal note concerning SB 95 is respectfully 
submitted to your committee. 
 
 SB 95 would authorize the Legislature to approve the creation of a port authority by the 
governing body of the Unified Government of Wyandotte County and Kansas City, Kansas. The bill 
would also allow the Legislature to approve the creation of port authorities by enactment of a bill.  
 
 The Office of the Secretary of State indicates there would be a negligible fiscal effect on 
agency operations. However, the Office states that upon the creation of a port authority an election 
would be held concerning the issue of a tax levy.  The Office states the bill does not specify when an 
election would take place.  According to the Office, if a county conducts a stand-alone special election 
the cost would be approximately $170,000 and if a county adds a question concerning the tax levy 
during an existing election, the cost would be approximately $15,000.  
 
 The Kansas Association of Counties states the bill’s enactment could have a fiscal effect on 
Kansas counties; however, the Association does not have enough information to estimate a fiscal 
effect.  The League of Kansas Municipalities states the bill’s enactment would not have a fiscal effect 
on Kansas cities.
