SUPPLEMENTAL NOTE ON SENATE BILL NO. 98

Brief*
SB 98 would authorize issuance of the Route 66 
Association of Kansas distinctive license plate on and after 
January 1, 2026, for use on a passenger vehicle or truck 
registered for a gross weight of 20,000 pounds or less.
The bill would establish the procedures for a vehicle 
owner or lessee to obtain the license plate and the 
responsibilities of Route 66 Association of Kansas, Inc., with 
regard to this license plate. The bill would allow Route 66 
Association of Kansas Inc., to set the royalty for use of its 
logo for each license plate at an amount between $25 and 
$100, to be paid at initial issuance and renewal.
The bill would authorize the Director of Vehicles, 
Department of Revenue, to transfer a Route 66 Association of 
Kansas license plate from a leased vehicle to a purchased 
vehicle.

In the Senate Committee hearing, a representative of 
the Route 66 Association of Kansas, provided proponent 
testimony, stating the bill would allow Kansans to celebrate, 
promote, and support historic Route 66. He noted the Route 
66 centennial will occur in 2026.

Fiscal Information
According to the fiscal note provided by the Division of 
the Budget on the bill, the Department of Revenue indicates 
enactment of the bill would increase its expenditures by 
$2,890 for administrative costs related to designing and 
manufacturing the new license plate, and decrease revenues 
to the State Highway Fund by $4,000 in FY 2026.
Any fiscal effect associated with enactment of the bill is 
not reflected in The FY 2026 Governor’s Budget Report.
