PURPOSE OF MEASURE: This measure appropriates $300,000,000 in Federal Funds in FY
23 to the Broadband Deployment Fund from the State Fiscal Recovery Fund of the American
Rescue Plan Act of 2021, managed by the Kentucky Infrastructure Authority (KIA), and declares
an emergency. This money is in addition to money appropriated in biennial budget bills.
FISCAL EXPLANATION : In addition to the $300,000,000 in federal funding going to the
Broadband Deployment Fund, the agency estimates the cost of 10 additional staff and support
needed to effectively implement and manage the fund would be an additional $1,174,400 in FY
23 and $1,134,400 General Fund in FY 24 and going forward.
