AN ACT relating to substitute teacher certification. 1 
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2 
Section 1.   KRS 161.100 is amended to read as follows: 3 
(1) A three (3) year certificate for substitute teaching shall be issued by the 4 
Education Professional Standards Board to any applicant who possesses fifteen 5 
(15) semester hours of college credit in any subject area from a regionally or 6 
nationally accredited institution of postsecondary education and has a cumulative 7 
college grade point average of two (2) on a four (4) point scale. 8 
(2) A five (5) year certificate for substitute teaching shall be issued by the Education 9 
Professional Standards Board to any applicant who possesses a bachelor's degree 10 
in any subject area from a regionally or nationally accredited institution of 11 
postsecondary education. 12 
(3) A ten (10) year certificate for substitute teaching shall be issued by the Education 13 
Professional Standards Board to any applicant who: 14 
(a) Holds a valid statement of eligibility for a Kentucky teaching certificate; 15 
(b) Previously held a Kentucky teaching certificate which required the 16 
completion of a four (4)  year teacher preparation program and a bachelor's 17 
degree; or 18 
(c) Currently holds or previously held a valid out-of-state teaching certificate 19 
which required the completion of a four (4) year teacher preparation 20 
program and a bachelor's degree. 21 
(4) The issuance of a substitute teaching certificate shall be subject to KRS 22 
161.120(1). 23 
(5) The three (3) year certificate for substitute teaching shall not be valid for: 24 
(a) Full-time employment with a school district as a substitute teacher; or 25 
(b) The replacement of the teacher of record for more than twenty (20) 26

the Education Professional Standards Board that it is impossible to secure 1 
qualified teachers for a position in a school under the control of the district 2 
board, the Education Professional Standards Board may issue emergency 3 
certificates to persons who meet the qualifications determined by the 4 
Education Professional Standards Board for emergency certificates. An 5 
emergency certificate shall be valid only for the specific job for which issued 6 
and for the current school term. The Education Professional Standards Board 7 
may require the passing of a written examination before an emergency 8 
certificate is issued. The examination shall be prepared and administered and 9 
the papers graded in the state offices of the Education Professional Standards 10 
Board under the direction of the commissioner of education, in accordance 11 
with administrative regulations approved by the Education Professional 12 
Standards Board]. 13 
Section 2.   The following KRS section is repealed: 14 
161.102  Emergency substitute teaching certificates. 15
