UNOFFICIAL COPY 22 RS BR 1798 Page 1 of 4 XXXX Jacketed AN ACT relating to the Commonwealth Education Continuum. 1 Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2 ď˘SECTION 1. A NEW SECTION OF KRS CHAPTER 164 IS CREATED TO 3 READ AS FOLLOWS: 4 (1) The Commonwealth Education Continuum is hereby created to encourage and 5 support collaboration, information sharing, and a shared vision for increasing 6 educational opportunity and achievement at all levels, prekindergarten through 7 postsecondary education. 8 (2) The continuum shall study and make recommendations to ensure a more 9 integrated, seamless P-20 education system that enables children to enter school 10 ready to learn, receive challenging instruction throughout their school careers, 11 graduate from high school ready for college or work, and complete postsecondary 12 programs prepared for productive and successful lives. 13 (3) The continuum shall consist of twenty-six (26) members. The continuum shall be 14 composed of the following members: 15 (a) The president or designee of the Council on Postsecondary Education, who 16 shall be co-chair; 17 (b) The commissioner or designee of the Department of Education, who shall 18 be co-chair; 19 (c) The President of the Senate or designee; 20 (d) The Speaker of the House or designee; 21 (e) The president or designee of the Association of Independent Kentucky 22 Colleges and Universities; 23 (f) The executive director or designee of the Kentucky Higher Education 24 Assistance Authority; 25 (g) The executive director or designee of the Governor's Office of Early 26 Childhood; 27 UNOFFICIAL COPY 22 RS BR 1798 Page 2 of 4 XXXX Jacketed (h) The president or designee of the Kentucky Chamber of Commerce; 1 (i) The executive director or designee of Kentucky Skills U; 2 (j) The associate commissioner or designee of the Department of Education 3 Office of Career and Technical Education; 4 (k) The president or designee of the Kentucky Community and Technical 5 College System; 6 (l) The executive director or designee of the Kentucky Center for Statistics; 7 (m) The executive director or designee of the Kentucky Commission on Military 8 Affairs; 9 (n) The associate commissioner or designee of the Department of Education 10 Office of Educator Licensure and Effectiveness; 11 (o) A representative of public four (4) year institutions of higher education 12 which shall be appointed by the Advisory Conference of Presidents; 13 (p) A representative of the Council on Postsecondary Education which shall be 14 appointed by the council chair; 15 (q) A representative which shall be appointed by the Governor from one (1) list 16 of three (3) names submitted by the Board of Student Body Presidents 17 representing enrolled postsecondary students; 18 (r) A representative of the Kentucky Board of Education to be appointed by the 19 board chair; 20 (s) A representative which shall be appointed by the Governor from one (1) list 21 of three (3) names submitted by the Kentucky School Counselor 22 Association; 23 (t) A representative of kindergarten through twelfth grade students which shall 24 be appointed by the Governor from one (1) list of three (3) names submitted 25 by the Commissioner's Student Advisory Council; 26 (u) A representative of the Kentucky Workforce Innovation Board to be 27 UNOFFICIAL COPY 22 RS BR 1798 Page 3 of 4 XXXX Jacketed appointed by the board chair; 1 (v) A representative which shall be appointed by the Governor from one (1) list 2 of three (3) names submitted by the Kentucky Parent Teacher Association; 3 (w) A representative which shall be appointed by the Governor from one (1) list 4 of three (3) names submitted by the Kentucky School Boards Association; 5 (x) A representative which shall be appointed by the Governor from one (1) list 6 of three (3) names submitted by the Kentucky Association of School 7 Administrators; 8 (y) A representative which shall be appointed by the Governor from one (1) list 9 of three (3) names submitted by the Kentucky Association of School 10 Superintendents; and 11 (z) A representative of educator preparation programs which shall be 12 appointed by the Governor from one (1) list of three (3) names submitted by 13 the Kentucky Association of Colleges for Teacher Education. 14 (4) A majority of the full membership shall constitute a quorum. 15 (5) Each member of the continuum, other than members who serve by virtue of their 16 positions, shall serve for a term of three (3) years or until a successor is appointed 17 and qualified, except for the initial appointments which shall be: 18 (a) For a term of one (1) year for members appointed under subsection (3)(o) to 19 (r) of this section; 20 (b) For a term of two (2) years for members appointed under subsection (3)(s) 21 to (v) of this section; and 22 (c) For a term of three (3) years for members appointed under subsection 23 (3)(w) to (z) of this section. 24 (6) If a vacancy occurs within the continuum during its duration, the vacancy shall 25 be filled for the remainder of the term in the same manner as described in 26 subsection (3) of this section. 27 UNOFFICIAL COPY 22 RS BR 1798 Page 4 of 4 XXXX Jacketed (7) The continuum shall be attached to the Council on Postsecondary Education for 1 administrative purposes. With advice from the continuum co-chairs, the president 2 of the council may contract with state or national education professionals to 3 provide support to the continuum. The council shall provide office space and 4 other resources necessary to support the staff and work of the continuum. 5 (8) The continuum, under the leadership of the co-chairs, may organize itself into 6 appropriate workgroups or subcommittees to accomplish its purpose. 7 (9) Members of the continuum shall serve without compensation but, contingent 8 upon funding, shall be reimbursed for necessary travel and expenses while 9 attending meetings at the same per diem rate promulgated in administrative 10 regulation for state employees under the provisions of KRS Chapter 45. 11 (10) The continuum shall submit to the Interim Joint Committee on Education: 12 (a) A midterm progress report no later than July 30 of each year; 13 (b) A legislative and budgetary recommendation report no later than October 14 30 of each year; and 15 (c) An annual report no later than January 30 of each year. 16 (11) The continuum shall have ongoing responsibility for providing recommendations 17 to member organizations and policymakers in the development of suggested 18 statewide policies and in the identification and allocation of resources to improve 19 statewide education outcomes. 20
