Whereas recently enacted federal requirements for entry-level driver 3 training have exacerbated already existing shortages of qualified commercial vehicle 4 operators, and whereas facilitating the renewal of recently expired CDLs in good standing 5 will help increase the number of commercial truck drivers on the highway during an 6 unprecedented backlog in our nation's supply chain, an emergency is declared to exist, 7 and this Act takes effect upon its passage and approval by the Governor or upon its 8 otherwise becoming a law. 9
