PURPOSE OF MEASURE: This measure establishes the Commonwealth West Healthcare 
Workforce Innovation Center (CWHWIC) as a collaborative partnership with both public and 
private entities to expand healthcare workforce opportunities, provides that Kentucky 
Community and Technical College System (KCTCS) will act as the administrator of 
appropriated funding for designated start-up and operating costs for the CWHWIC, allows funds 
to be carried forward, and establishes reporting requirements.  
 
FISCAL EXPLANATION : This measure appropriates $24.3 million in fiscal year 2023 and 
$13.7 million in fiscal year 2024 for the start-up and operational costs for the CWHWIC. While 
this measure specifically appropriates funding in separate fiscal years, suspension of KRS 45.229 
will allow any unused portion of the total $38 million appropriated to be retained by KCTCS to 
be used for the CWHWIC in the future. Appropriations will subsequently adjust in future years 
in accordance with any appropriations made by the General Assembly.
