AN ACT relating to non-motorized vehicles. 1
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2
SECTION 1. A NEW SECTION OF KRS CHAPTER 186A IS CREATED TO 3
READ AS FOLLOWS: 4
(1) As used in this section, "nonmotorized vehicle" means a buggy, trailer, cart, 5
carriage, or other conveyance on wheels that transports people or property upon 6
the public highways of the Commonwealth, and is propelled by muscular power, 7
but does not include bicycles or other vehicles propelled solely by human power. 8
(2) A person shall not operate a nonmotorized vehicle on a public highway unless the 9
vehicle: 10
(a) Has been registered with the cabinet in accordance with this section; and 11
(b) Displays a registration plate supplied at the time of registration on the rear 12
of the nonmotorized vehicle. 13
(3) (a) An owner of a nonmotorized vehicle shall apply for registration with the 14
county clerk of the county where the owner resides. 15
(b) Except as provided for in this section, the registration of nonmotorized 16
vehicles shall be administered in the same manner as for motor vehicles, 17
under the provisions of this chapter and KRS Chapter 186. 18
(c) Registration for a nonmotorized vehicle shall be valid for one year and 19
administered according to KRS 186A.035. 20
(d) The registration fee for a non-motorized vehicle shall be the same as for a 21
motor vehicle, in KRS 186.050(1)(a), and applicants for registration under 22
this section shall pay all fees required under KRS 186.040. 23
(e) Nonmotorized vehicles shall not be required to hold liability insurance 24
under KRS Chapter 304, and KRS 186.021(3) shall not apply to any 25
registration for a nonmotorized vehicle under this section. 26
(f) Nonmotorized vehicles shall not be considered motor vehicles under this 27 UNOFFICIAL COPY 23 RS BR 1622

chapter, KRS Chapter 186, or KRS Chapter 189. 1
(4) The cabinet shall promulgate administrative regulations in accordance with KRS 2
Chapter 13A to establish forms and procedures for the registration of 3
nonmotorized vehicles. 4
Section 2. This Act takes effect January 1, 2024. 5
