AN ACT relating to government agencies, making an appropriation therefor, and 1
declaring an emergency. 2
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 3
Section 1. General Fund moneys in the amount of $89,320,800 from the 4
General Fund appropriation of $200,000,000 in fiscal year 2023-2024 set out in 2022 Ky. 5
Acts ch. 199, Part I, N., 1. is hereby transferred as follows: 6
(1) $65,351,800 to the State Salary and Compensation Fund budget unit within 7
the Personnel Cabinet in fiscal year 2023-2024 for a six percent salary increase for state 8
employees effective July 1, 2023. Notwithstanding KRS 18A.355, relating to anniversary 9
date, and notwithstanding KRS 156.808(6)(e) and 163.032(1), a six percent salary 10
increase is provided, effective July 1, 2023, on the base salary or wages of each eligible 11
state employee. For these purposes, there is hereby appropriated Road Fund moneys in 12
the amount of $11,381,400 in fiscal year 2023-2024, Restricted Funds in the amount of 13
$18,029,800 in fiscal year 2023-2024, and Federal Funds in the amount of $14,386,400 in 14
fiscal year 2023-2024 to the State Salary and Compensation Fund budget unit within the 15
Personnel Cabinet. The State Budget Director shall determine the necessary amount of 16
funds from these appropriations, by budget unit. The State Budget Director shall notify 17
the Secretary of the Finance and Administration Cabinet of the respective amounts from 18
the Fund to transfer to each affected budget unit. The State Budget Director shall report 19
to the Interim Joint Committee on Appropriations and Revenue on the implementation of 20
this provision by December 1, 2023; 21
(2) $500,000 in fiscal year 2023-2024 to the General Operations budget unit 22
within the Personnel Cabinet to provide additional contractual resources to complete the 23
job classification reviews; 24
(3) $1,874,400 in fiscal year 2023-2024 to the Legislative Research Commission 25
budget unit in the Legislative Branch for a six percent salary increase on the base salary 26

(4) $21,594,600 in fiscal year 2023-2024 to the Court Operations and 1
Administration budget unit in the Judicial Branch to provide a $2,000 salary increase 2
followed by a six percent increase on the base salary and wages of each eligible 3
employee effective July 1, 2023, for elected and non-elected personnel. For these 4
purposes, there is hereby appropriated Restricted Funds in the amount of $1,698,000 in 5
fiscal year 2023-2024 and Federal Funds in the amount of $137,800 in fiscal year 2023-6
2024. 7
Section 2. Whereas the operations of governmental agencies are imperative for 8
the betterment of the Commonwealth, an emergency is declared to exist, and this Act 9
takes effect upon its passage and approval by the Governor or upon its otherwise 10
becoming a law. 11
