AN ACT relating to the Kentucky Commission on Antisemitism. 1 
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2 
SECTION 1.   A NEW SECTION OF KRS CHAPTER 344 IS CREATED TO 3 
READ AS FOLLOWS: 4 
(1) There is hereby established the Kentucky Commission on Antisemitism as a 5 
separate administrative body of state government within the meaning of KRS 6 
Chapter 12. 7 
(2) The duties and functions of the commission shall be to: 8 
(a) Conduct studies and research on the causes of antisemitism and propose 9 
recommendations and actions to combat it; 10 
(b) Collaborate with government agencies and key stakeholders in combatting 11 
antisemitism; and  12 
(c) Promote education to prevent acts of antisemitism. 13 
(3) The commission shall be composed of the following seventeen (17) members, one 14 
(1) of whom shall be appointed as chair by the Governor: 15 
(a) One (1) representative from the Office of the Governor; 16 
(b) One (1) representative from the Office of the Attorney General; 17 
(c) Two (2) members of the Senate, one (1) of whom shall be appointed by the 18 
President of the Senate, and one (1) of whom shall be appointed by the 19 
Senate Minority Floor Leader; 20 
(d) Four (4) members of the House of Representatives, two (2) of whom shall 21 
be appointed by the Speaker of the House of Representatives, and two (2) of 22 
whom shall be appointed by the House Minority Floor Leader; 23 
(e) Nine (9) community members at-large who shall be appointed as follows: 24 
1. Five (5) shall be appointed by the Governor; 25 
2. Two (2) shall be appointed by the President of the Senate; and 26 
3. Two (2) shall be appointed by the Speaker of the House of 27  UNOFFICIAL COPY  	23 RS BR 1652

(4) Any vacancy which may occur in the membership of the commission shall be 2 
filled by the appointing authority who made the original appointment. 3 
(5) A majority of the entire membership shall constitute a quorum. 4 
(6) The commission shall have the authority to: 5 
(a) Hold monthly meetings; 6 
(b) Seek comment, testimony, documents, records, or other information from 7 
various government agencies and organizations representing the public to 8 
address existing and potential issues relating to antisemitism; and 9 
(c) Provide research-driven policy proposals and actionable items when areas 10 
of improvement are identified. 11 
(7) The commission shall submit an annual report to the Governor, the Legislative 12 
Research Commission, and the Administrative Office of the Courts summarizing 13 
the commission's activities and making any recommendations the commission 14 
deems appropriate. 15
