These claims are to be charged to the UI pooled account to avoid impacting employer’s experience rating. FISCAL EXPLANATION : The bill would cause an increase in expenditures from the federal UI pooled account. Several factors make it difficult to predict the number of domestic violence victims who would file UI claims, whether substantiated documentation would be provided to allow approval of such claims, as well as the number of weeks of benefits that would be requested. Reports from other states that currently allow UI claims for domestic violence show a minimal impact to UI benefits paid. While the impact on the federal UI pooled account is indeterminable, the Kentucky employer’s UI reserve accounts would not be impacted by the passage of this legislation.
