A CONCURRENT RESOLUTION establishing the Lottery Trust Fund Task Force. 1 
WHEREAS, the lottery trust fund was established to hold net lottery revenues to be 2 
dedicated for educational purposes; and 3 
WHEREAS, since 1989, over $6 billion has been collected for the trust fund; and 4 
WHEREAS, the changing economy of the state requires a strategic review of 5 
allocating the funds from the account to the various scholarship and grant programs to 6 
ensure the best possible investment; 7 
NOW, THEREFORE, 8 
Be it resolved by the House of Representatives of the General Assembly of the 9 
Commonwealth of Kentucky, the Senate concurring therein: 10 
Section 1.   (1) The Legislative Research Commission is hereby directed to 11 
establish the Lottery Trust Fund Task Force to: 12 
(a) Review the recent budgetary trends and the various uses of the lottery trust 13 
fund; 14 
(b) Evaluate the performance of the various scholarship and grant programs 15 
funded by the fund; 16 
(c) Review KRS 154A.130 for any recommended changes; 17 
(d) Analyze the scholarship and grant needs expected for the Commonwealth for 18 
the immediate future; 19 
(e) Compare the current system with other states' scholarship and grant programs; 20 
and 21 
(f) Develop and submit any recommendations and changes the task force may 22 
adopt relating to the lottery trust fund and how to better align the use of the funds with 23 
the current and future needs of the Commonwealth to the Legislative Research 24 
Commission by December 1, 2023. 25 
(2) The Lottery Trust Fund Task Force shall be composed of the following 26 
members, with final membership of the task force being subject to the consideration and 27  UNOFFICIAL COPY  	23 RS BR 1065

approval of the Legislative Research Commission: 1 
(a) Three members of the House of Representatives to be appointed by the 2 
Speaker of the House, one of whom shall be designated to serve as co-chair; 3 
(b) Three members of the Senate to be appointed by the President of the Senate, 4 
one of whom shall be designated to serve as co-chair; 5 
(c) One member of the House of Representatives to be appointed by the Minority 6 
Floor Leader of the House; 7 
(d) One member of the Senate to be appointed by the Minority Floor Leader of 8 
the Senate; 9 
(e) The commissioner of the Kentucky Department of Education or designee; 10 
(f) The president of the Council on Postsecondary Education or designee; 11 
(g) The president of the Kentucky Lottery Corporation or designee; and 12 
(h) The executive director of the Kentucky Higher Education Assistance 13 
Authority or designee. 14 
(3) Provisions of this section to the contrary notwithstanding, the Legislative 15 
Research Commission shall have the authority to alternatively assign the issues identified 16 
herein to an interim joint committee or subcommittee thereof, and to designate a study 17 
completion date. 18
