A JOINT RESOLUTION applying for an Article V convention to propose 1 
amendments to the Constitution of the United States that limit the terms of office for 2 
federal government officials and members of Congress. 3 
WHEREAS, the founders of the Constitution of the United States empowered state 4 
legislatures to be guardians of liberty against future abuses of power by the federal 5 
government; and 6 
WHEREAS, the federal government has created a crushing national debt through 7 
improper and imprudent spending; and 8 
WHEREAS, the federal government has invaded the legitimate role of the states 9 
through the manipulative process of federal mandates, most of which are unfunded to a 10 
great extent; and 11 
WHEREAS, the federal government has ceased to live under a proper interpretation 12 
of the Constitution of the United States; and 13 
WHEREAS, it is the solemn duty of the states to protect the liberty of our people, 14 
particularly for generations to come, by proposing amendments to the Constitution of the 15 
United States through a convention of the states under Article V of the Constitution for 16 
the purpose of restraining these and related abuses of power; 17 
NOW, THEREFORE, 18 
Be it resolved by the General Assembly of the Commonwealth of Kentucky: 19 
Section 1.   The General Assembly of the Commonwealth of Kentucky hereby 20 
applies to Congress, under the provisions of Article V of the Constitution of the United 21 
States, for the calling of a convention of the states limited to proposing amendments to 22 
the Constitution of the United States that limit the terms of office for its officials and 23 
members of Congress. 24 
Section 2.   The Secretary of State of the Commonwealth of Kentucky is hereby 25 
directed to transmit copies of this Joint Resolution to the President and Secretary of the 26 
United States Senate; to the Speaker and Clerk of the United States House of 27  UNOFFICIAL COPY  	23 RS BR 1580

Representatives; to the members of the United States Senate and United States House of 1 
Representatives representing the Commonwealth of Kentucky; and to the presiding 2 
officers of each legislative house of the several states, requesting their cooperation. 3 
Section 3. This Joint Resolution constitutes a continuing application in 4 
accordance with Article V of the Constitution of the United States until the legislatures of 5 
at least two-thirds of the several states have made applications on the same subject. 6
