A JOINT RESOLUTION relating to access to and awareness of postsecondary 1 
education. 2 
WHEREAS, successfully transitioning high school graduates to a postsecondary 3 
program is vital to strengthening the state’s workforce; and 4 
WHEREAS, the percentage of Kentucky high school graduates who attend a 5 
postsecondary education institution immediately following graduation continues to 6 
decrease; and 7 
WHEREAS, it is the intent of the General Assembly to improve awareness of 8 
postsecondary opportunities to high school students and to streamline admission to 9 
Kentucky public colleges and universities; and 10 
WHEREAS, a proactive admissions initiative designed to connect students and 11 
families with colleges and universities earlier would help students plan for options during 12 
high school and create a direct path to postsecondary education in the Commonwealth for 13 
qualifying students, thereby easing the transition from high school to college; 14 
NOW, THEREFORE, 15 
Be it resolved by the General Assembly of the Commonwealth of Kentucky: 16 
Section 1.   The Council on Postsecondary Education shall: 17 
(1) In consultation with the Department of Education, the Kentucky Community 18 
and Technical College System, and Kentucky’s public postsecondary education 19 
institutions, develop a proactive admissions pilot program. The purpose of the proactive 20 
admissions pilot program is to develop a system and process to send notifications of 21 
eligibility for guaranteed general admission to qualifying seniors. The proactive 22 
admissions pilot program shall: 23 
(a) Notify each qualifying Kentucky public high school senior enrolled in a 24 
school district electing to participate in the program of their guaranteed general admission 25 
to each participating public postsecondary education institution, with the understanding 26 
that certain programs of study may have additional requirements. Seniors at participating 27  UNOFFICIAL COPY  	23 RS BR 994

public high schools that meet the minimum admissions requirements as determined by 1 
the Council on Postsecondary Education pursuant to KRS 164.020(8) shall qualify for 2 
guaranteed general admission. The participating school districts shall issue the 3 
notification through Kentucky's student information systems; 4 
(b) Determine if students that qualify for guaranteed general acceptance must still 5 
complete an application for admission, pay an admission fee, and submit their official 6 
high school transcript to the public postsecondary education institution or institutions of 7 
their choosing during their senior year; and 8 
(c) Explore a statewide common application, process, and form, not excluding 9 
current participation in the national Common Application; and 10 
(2) Notify high schools of the eligibility criteria for guaranteed general 11 
acceptance and encourage each high school to identify eligible students and inform those 12 
students that they have a pathway to postsecondary opportunities within the 13 
Commonwealth.  14 
Section 2.   The Council on Postsecondary Education shall submit a report on the 15 
proactive admissions pilot program with legislative recommendations regarding the 16 
statewide implementation of a proactive admissions program for all public postsecondary 17 
education institutions in the Commonwealth to the Interim Joint Committee on Education 18 
no later than November 1, 2024. 19
