A RESOLUTION recognizing February 14, 2023, as Certified Registered Nurse 1
Anesthetists Day in Kentucky. 2
WHEREAS, Certified Registered Nurse Anesthetists (CRNAs) are advanced 3
practice registered nurses, are among the most trusted health care professionals, and have 4
been providing anesthesia care to patients in the United States for more than 150 years; 5
and 6
WHEREAS, legislation passed by the United States Congress in 1986 made nurse 7
anesthetists the first nursing specialty to be accorded direct reimbursement rights by 8
Medicare; and 9
WHEREAS, CRNAs are the primary anesthesia providers in rural communities, 10
continue to be the primary providers of anesthesia care to United States military 11
personnel, and comprise two-thirds of the anesthesia providers in the Commonwealth; 12
and 13
WHEREAS, CRNAs provide anesthesia services in every Kentucky county that has 14
a hospital or surgery center with surgical services and are the sole providers of anesthesia 15
services in nearly half of those counties, including 17 critical access hospitals; and 16
WHEREAS, CRNAs practice in every setting in which anesthesia is delivered, 17
including traditional hospital surgical suites, obstetrical delivery rooms, critical access 18
hospitals, ambulatory surgical centers, and the offices of dentists, podiatrists, 19
ophthalmologists, and pain management specialists; and 20
WHEREAS, CRNAs are qualified to make independent judgments regarding all 21
aspects of anesthesia care based on their education, training, and licensure; and 22
WHEREAS, CRNAs are trusted anesthesia experts on the frontline, delivering 23
specialized, cost-effective care to all patients, from newborns to seniors, for every type of 24
procedure, and in all types of facilities; and 25
WHEREAS, CRNAs are courageously serving on the frontlines of the COVID-19 26
pandemic using their advanced skills in airway management, intubation, and ventilator 27 UNOFFICIAL COPY 23 RS BR 1344

management to care for the sickest patients; and 1
WHEREAS, during the COVID-19 pandemic, CRNAs have been leaving their 2
homes and families and putting their health at risk to travel to hospitals and facilities 3
across the United States to deliver safe and compassionate care to patients where the need 4
is greatest; 5
NOW, THEREFORE, 6
Be it resolved by the House of Representatives of the General Assembly of the 7
Commonwealth of Kentucky: 8
Section 1. The members of the House of Representatives hereby recognize 9
February 14, 2023, as Certified Registered Nurse Anesthetists Day to highlight the 10
importance of their role in providing high quality care for the citizens of the 11
Commonwealth. 12
Section 2. The Clerk of the House of Representatives is directed to transmit a 13
copy of this Resolution to Representative Samara Heavrin. 14
