SPONSOR Senator Robby Mills FISCAL SUMMARY STATE FISCAL IMPACT: YES NO UNCERTAIN OTHER FISCAL STATEMENT (S) THAT MAY APPLY: ACTUARIAL ANALYSIS LOCAL MANDATE CORRECTIONS IMPACT HEALTH BENEFIT MANDATE APPROPRIATION UNIT(S) IMPACTED: FUND(S) IMPACTED: GENERAL ROAD FEDERAL RESTRICTED FISCAL ESTIMATES 2022-2023 2023-2024 ANNUAL IMPACT AT FULL IMPLEMENTATION REVENUES EXPENDITURES NET EFFECT ( ) indicates a decrease/negative PURPOSE OF MEASURE: The measure allocates the entirety of the Capitol Annex and the surrounding parking areas to the General Assembly and the Legislative Research Commission excluding mechanical areas, public entrances, vestibules, and restrooms as of January 1, 2023. The measure directs the Legislative Research Commission and the Finance and Administration Cabinet to enter into a memorandum of understanding to establish tenancy terms. The terms include building maintenance, repairs, renovations, upgrades, security, janitorial services, rental rates, and utilities. The measure allows the Legislative Research Commission the ability to discontinue the cabinet's provision of janitorial services and enter into a separate contract. However, they can also elect to have the cabinet continue or reinstate janitorial services at their expense. This memorandum of understanding must be entered into by February 1, 2024, and updated every two years as requested by the Legislative Research Commission.
