PURPOSE OF MEASURE: The measure allocates the entirety of the Capitol Annex and the
surrounding parking areas to the General Assembly and the Legislative Research Commission
excluding mechanical areas, public entrances, vestibules, and restrooms as of January 1, 2023.
The measure directs the Legislative Research Commission and the Finance and Administration
Cabinet to enter into a memorandum of understanding to establish tenancy terms. The terms
include building maintenance, repairs, renovations, upgrades, security, janitorial services, rental
rates, and utilities. The measure allows the Legislative Research Commission the ability to
discontinue the cabinet's provision of janitorial services and enter into a separate contract.
However, they can also elect to have the cabinet continue or reinstate janitorial services at their
expense. This memorandum of understanding must be entered into by February 1, 2024, and
updated every two years as requested by the Legislative Research Commission.
FISCAL EXPLANATION : The measure does not have a fiscal impact.
