AN ACT relating to state holidays. 1 
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2 
Section 1.   KRS 2.147 is amended to read as follows: 3 
(1) The nineteenth of June each year shall be observed in Kentucky as "Juneteenth 4 
National Freedom Day." 5 
(2) The Governor shall proclaim June 19 of each year as "Juneteenth National Freedom 6 
Day" and will encourage all Kentuckians celebrating this day to honor and reflect 7 
on the significant roles that African-Americans have played in the history of the 8 
United States. 9 
(3) In accordance with Section 2 of this Act, June 19 of each year shall be a paid 10 
state holiday on which state government offices shall be closed and state 11 
employees given a holiday. 12 
Section 2.   KRS 18A.190 is amended to read as follows: 13 
(1) State offices shall be closed and state employees shall be given a holiday on the 14 
following days: 15 
(a) The first day of January plus one (1) extra day; 16 
(b) The third Monday in January; 17 
(c) Good Friday, one-half (1/2) day; 18 
(d) The last Monday in May; 19 
(e) The nineteenth day of June; 20 
(f) The fourth day of July; 21 
(g)[(f)] The first Monday in September; 22 
(h)[(g)] The eleventh day of November; 23 
(i)[(h)] Presidential election day as required under KRS 2.190; 24 
(j)[(i)] The fourth Thursday in November plus one (1) extra day; and 25 
(k)[(j)] The twenty-fifth day of December plus one (1) extra day. 26

Saturday, the preceding Friday shall be observed as the holiday, and when any of 1 
the days enumerated in subsection (1) of this section falls on a Sunday, the 2 
following Monday shall be observed as the holiday. When one (1) extra day is 3 
mentioned in [paragraphs (a), (i) and (j) of ]subsection (1)(a), (j), and (k) of this 4 
section, the Governor shall designate the extra day. 5 
(3) Any state employee who is the spouse of a member of the United States Armed 6 
Forces, including a member of a state National Guard or a Reserve component on 7 
federal active duty, shall receive, at the discretion of the state employee, one (1) day 8 
off, with pay, from work when the member is deployed and one (1) day off, with 9 
pay, from work when the member returns from deployment. 10 
(4) The holidays set out in this section are in addition to vacation leave and other 11 
benefits of state employees. 12
