AN ACT relating to alternative fuels. 1
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2
ď˘Section 1. KRS 45A.625 is amended to read as follows: 3
(1) The Finance and Administration Cabinet shall implement[develop] a strategy to: 4
(a) Replace at least fifty percent (50%) of the state-owned passenger vehicles and 5
light-duty trucks managed by the Office of Fleet Management as of January 1, 6
2026[2014], with: 7
1. New qualified hybrid motor vehicles as defined in 26 U.S.C. sec. 30B; 8
2. New advanced lean burn technology motor vehicles as defined in 26 9
U.S.C. sec. 30B; 10
3. New qualified fuel cell motor vehicles as defined in 26 U.S.C. sec. 30B; 11
or 12
4. New qualified alternative fuel motor vehicles as defined in 26 U.S.C. 13
sec. 30B; and 14
(b) Increase the use of ethanol, cellulosic ethanol, biodiesel, and other alternative 15
transportation fuels as defined in KRS 152.715 to levels that are 16
commensurate with the increase in vehicles managed by the Office of Fleet 17
Management that are capable of utilizing those alternative transportation 18
fuels[reduce state government's dependence on petroleum-based 19
transportation fuels, where possible]. 20
(2) On or before December 1, 2024[2013], and every December 1 thereafter, the 21
cabinet shall report to the Legislative Research Commission on its progress in: 22
(a) [The strategy for ]Transitioning to motor vehicles as outlined in subsection 23
(1) of this section, including a life-cycle cost comparison, and a projected 24
timetable to replace motor vehicles in the state motor pool as provided in 25
subsection (1) of this section; and 26

and the dates by which these targets shall be achieved. 2
