UNOFFICIAL COPY 23 RS BR 1136 Page 1 of 2 XXXX 2/13/2023 12:55 PM Jacketed A CONCURRENT RESOLUTION establishing the Juvenile Justice Task Force. 1 WHEREAS, recent events have eroded public confidence in the Department of 2 Juvenile Justice; 3 NOW, THEREFORE, 4 Be it resolved by the Senate of the General Assembly of the Commonwealth of 5 Kentucky, the House of Representatives concurring therein: 6 Section 1. The Legislative Research Commission is hereby directed to establish 7 the Juvenile Justice Task Force. 8 Section 2. The Juvenile Justice Task Force shall investigate and make 9 recommendations regarding: 10 (1) The structure and staffing of the Department of Juvenile Justice; 11 (2) Training of juvenile justice staff; 12 (3) The adequacy of current programs and facilities operated by the Department of 13 Juvenile Justice; 14 (4) Best practices in juvenile justice programs and facilities; and 15 (5) Other topics as determined by the task force. 16 Section 3. The Juvenile Justice Task Force shall consist of: 17 (1) Four members of the Senate appointed by the President of the Senate, one of whom 18 shall be a member of the minority party; 19 (2) Four members of the House of Representatives appointed by the Speaker of the 20 House of Representatives, one of whom shall be a member of the minority party; 21 and 22 (3) Final membership of the task force is subject to the consideration and approval of 23 the Legislative Research Commission. 24 Section 4. The Juvenile Justice Task Force shall submit findings and 25 recommendations to the Legislative Research Commission for referral to the appropriate 26 committee or committees by December 1, 2023. 27 UNOFFICIAL COPY 23 RS BR 1136 Page 2 of 2 XXXX 2/13/2023 12:55 PM Jacketed Section 5. All executive agencies and the Administrative Office of the Courts 1 shall promptly provide necessary data, research, and other requested information to assist 2 the Juvenile Justice Task Force. 3 Section 6. Provisions of this Resolution to the contrary notwithstanding, the 4 Legislative Research Commission shall have the authority to alternatively assign the 5 issues identified herein to an interim joint committee or subcommittee thereof, and to 6 designate a study completion date. 7
