A JOINT RESOLUTION directing the Transportation Cabinet to designate the 1
1SGT Norman Richard Wells Memorial Bridge in Pulaski County. 2
WHEREAS, Norman Richard Wells was born on January 22, 1938, to Clarence 3
Wells and Roxie Benfield Wells in Charles, Virginia; and 4
WHEREAS, Norman Richard Wells attended Lynch High School and Eastern 5
Kentucky University; and 6
WHEREAS, Norman Richard Wells enlisted in the United States Army in 1956 and 7
was sent to Fort Knox, Kentucky, for basic combat training and advanced individual 8
training as an infantryman and calvary scout; and 9
WHEREAS, Norman Richard Wells went on to have a 20-year military career, 10
serving in Germany and Vietnam; and 11
WHEREAS, Norman Richard Wells earned many awards and medals during his 12
illustrious military career, including the World War II Victory Medal, National Defense 13
Service Medal, Armed Forces Expeditionary Medal, Army Commendation Medal with 4 14
oak leaf clusters, Meritorious Service Medal, Bronze Star Medal with 3 oak leaf clusters, 15
Good Conduct Medal, Vietnam Service Medal, Vietnam Cross of Gallantry, and the 16
Expert Rifleman's Badge; and 17
WHEREAS, Norman Richard Wells was a devout Baptist and attended Saline 18
Baptist Church in Somerset, Kentucky; and 19
WHEREAS, Norman Richard Wells passed away on June 3, 2020, at his home in 20
Somerset, and is survived by his loving wife, Betty Wells; and his daughters, Melissa 21
Warren, Sandra Newton, Etta Mozelle Smith, Connie Carter, and Judy Murner; and 22
WHEREAS, Norman Richard Wells served his country honorably and it is fitting 23
that his career of accomplished service be recognized in some tangible way; 24
NOW, THEREFORE, 25
Be it resolved by the General Assembly of the Commonwealth of Kentucky: 26
ď˘Section 1. The Transportation Cabinet shall designate the bridge on Kentucky 27 UNOFFICIAL COPY 23 RS BR 1541

Route 70 in Pulaski County (Bridge Number 100B00109N), as the "1SGT Norman 1
Richard Wells Memorial Bridge" and shall, within 30 days of the effective date of this 2
Resolution, erect appropriate signs denoting this designation. 3
