UNOFFICIAL COPY 23 RS BR 1793 Page 1 of 2 XXXX 3/6/2023 3:09 PM Jacketed A RESOLUTION adjourning the Senate in honor and loving and memory of Bill 1 Patrick, former Executive Director of the Kentucky County Attorney's Association. 2 WHEREAS, Bill Patrick, was born on October 17, 1955, in Powell County, 3 Kentucky to the late Wayne and Betty Patrick; and 4 WHEREAS, Bill Patrick attended Clay City Elementary and Powell County High 5 School, and graduated from Eastern Kentucky University; and 6 WHEREAS, during his time as a student at Eastern Kentucky University Bill 7 Patrick accepted Jesus Christ as his Lord and Savior and became a youth pastor at Church 8 of God in Lexington before he assumed pastoral duties at Stanton First Church of God; 9 and 10 WHEREAS, never one for idle hands, while attending to his studies at Eastern 11 Kentucky University and serving his parishioners at Stanton First Church of God, Bill 12 Patrick also became involved with the Kentucky Young Democrats organization; and 13 WHEREAS, Bill Patrick's uncle, Henry Bascum "Bass" Patrick, was the Powell 14 County Democratic Chairman and helped Bill become a legislative aide to State Senator 15 Walter Strong. Shortly thereafter, in 1977, Bill was elected state president of the Young 16 Democrats the same year he founded his insurance agency in Clay City; and 17 WHEREAS, Bill Patrick was 26 years old when he began his inaugural run for 18 elected office in 1982 where he upset a long-term incumbent for Powell County 19 Judge/Executive, becoming the youngest County Judge/Executive in Kentucky history at 20 the time, and in 1986 he was re-elected for a second term; and 21 WHEREAS, Bill Patrick's legacy as County Judge/Executive was shaped by his 22 aggressive leadership in economic development, job creation, advocacy for clean 23 drinking water, and expanding tourism in the region; and 24 WHEREAS, Bill Patrick's leadership caught the eye of Governor-elect Wallace 25 Wilkinson, who appointed him commissioner of the Department for Local Government. 26 During Governor Wilkinson's time in office, Bill also served as Chairman of the 27 UNOFFICIAL COPY 23 RS BR 1793 Page 2 of 2 XXXX 3/6/2023 3:09 PM Jacketed Kentucky Democratic Party; and 1 WHEREAS, Bill Patrick served in the executive branch under several different 2 administrations before becoming Executive Director of the Kentucky County Attorney's 3 Association, a position he held for over a decade; and 4 WHEREAS, Bill Patrick departed this earthly life on October 4th, 2022, after a 5 courageous six month-long battle with an inoperable glioblastoma brain tumor; and 6 WHEREAS, Bill Patrick is preceded in death by his parents, Wayne and Betty 7 Patrick, his brother-in-law, J.C. Hall, and his father-in-law, Willard Rogers; and 8 WHEREAS, Bill Patrick is survived by his wife, Tina Goad Patrick, his sons, 9 William Jacob "Jake" Patrick and Corey Goad, his daughter, Whitney Brewer, and his 10 sister Connie Patrick Hall; and 11 WHEREAS, Bill Patrick's contributions to the Commonwealth will be remembered 12 and he will be deeply missed; 13 NOW, THEREFORE, 14 Be it resolved by the Senate of the General Assembly of the Commonwealth of 15 Kentucky: 16 Section 1. The Senate hereby expresses its most profound sympathy upon the 17 passing of Bill Patrick. 18 Section 2. When the Senate adjourns this day, it does so in honor and loving 19 memory of Bill Patrick. 20 Section 3. The Clerk of the Senate is hereby directed to transmit a copy of this 21 Resolution to Senator Robin Webb for delivery to the family. 22
