A RESOLUTION honoring Zachary Parsons for heroism. 1
WHEREAS, Zachary Parsons is a Grayson, Kentucky native and graduate of East 2
Carter High School in Carter County; and 3
WHEREAS, Zachary Parsons is a proud member of the United States Marine 4
Corps; and 5
WHEREAS, Zachary Parsons furthermore serves with the world-renowned United 6
States Navy Blue Angels flight demonstration team, which is composed of both Navy and 7
Marine Corps servicemembers; and 8
WHEREAS, on May 26, 2019, while spending a day at Memorial Park Beach in 9
Pine Knoll Shores with his wife, Zachary Parsons heard a father call for help from the 10
ocean as the man was attempting to rescue his three children from the high surf and rip 11
current several hundred feet away from the beach; and 12
WHEREAS, Zachary Parsons immediately directed his wife to call for emergency 13
services and made his way into the ocean to help; and 14
WHEREAS, with the assistance of a bystander, Zachary Parsons began shuttling 15
the children back to the safety of the shore and into the care of emergency service 16
providers; and 17
WHEREAS, in 2021, Zachary Parsons was awarded the Navy and Marine Corps 18
Medal for his actions, which directly resulted in the saving of the three children's lives; 19
and 20
WHEREAS, the Navy and Marine Corps Medal is the highest award not involving 21
conflict with the enemy which is awarded to Navy or Marine servicemembers who 22
distinguish themselves by an act of heroism which clearly endangers their own lives; and 23
WHEREAS, Zachary Parsons's courage, bold initiative, and devotion to duty were 24
in keeping with the highest traditions of the United States Armed Forces, and in 25
particular, the United States Marine Corps; 26

Be it resolved by the Senate of the General Assembly of the Commonwealth of 1
Kentucky: 2
Section 1. With exceptional pride, the Senate does hereby honor Zachary 3
Parsons on the occasion of his being awarded the Navy and Marine Corps Medal for his 4
actions in saving the lives of three youths at his own peril and furthermore holds forth his 5
fine example of selflessness, courage, and initiative as worthy for all Kentuckians to 6
emulate. 7
Section 2. When the Senate adjourns this day, it does so in honor of Zachary 8
Parsons. 9
Section 3. The Clerk of the Senate is directed to transmit a copy of this 10
Resolution for presentation to Zachary Parsons. 11
