PURPOSE OF MEASURE: The purpose of this measure is to establish consumer rights 
relating to personal data and create a set of data privacy protections.  
 
FISCAL EXPLANATION: The measure allows the Office of the Attorney General to enforce 
violations of consumer data privacy rights.  The measure creates the consumer privacy fund and 
allows the Attorney General to seek up to $7,500 in civil penalties for continued violations to be 
deposited into the fund. The measure may require the a new Consumer Data Privacy department 
in the Office of Attorney General, including three to six attorneys, two technologists, and three to 
four support staff.  The estimated fiscal impact is $1,800,000 annually for salary and operating 
costs. The measure takes effect January 1, 2026.
