PURPOSE OF MEASURE: The purpose of the measure is to bolster mathematics education
for students in grades four through eight who are below, or at risk of falling below, a level of
proficient comprehension for their grade level.

FISCAL EXPLANATION : The measure requires several actions that would increase state
costs. The measure creates, but does not fund, the Kentucky Numeracy Counts Fund. The
Department of Education would use the fund to establish teacher professional learning academies
at an estimated cost of $5M per year, as well as create a mathematics teaching program at a cost
of roughly $3M per year. The Department would also be required to give districts high-quality
instructional resource grants to purchase mathematics resources at an estimated cost of $2M per
year. Increased costs to districts are not addressed in this fiscal note.
