FISCAL EXPLANATION : The measure requires several actions that would increase state costs. The measure creates, but does not fund, the Kentucky Numeracy Counts Fund. The Department of Education would use the fund to establish teacher professional learning academies at an estimated cost of $5M per year, as well as create a mathematics teaching program at a cost of roughly $3M per year. The Department would also be required to give districts high-quality instructional resource grants to purchase mathematics resources at an estimated cost of $2M per year.
