AN ACT relating to Medicaid-covered nonemergency medical transportation. 1 
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2 
SECTION 1.   A NEW SECTION OF KRS CHAPTER 205 IS CREATED TO 3 
READ AS FOLLOWS: 4 
The cabinet shall be responsible for overseeing and administering nonemergency 5 
medical transportation services for Medicaid beneficiaries. In fulfilling its duties under 6 
this section, the cabinet shall: 7 
(1) Approve individual nonemergency medical transportation vendors throughout the 8 
Commonwealth; 9 
(2) Ensure that any Medicaid-enrolled provider is approved as a nonemergency 10 
medical transportation broker for reimbursement purposes; 11 
(3) Establish a process by which any local school district may be approved as a 12 
nonemergency medical transportation broker, be eligible to be a reimbursed 13 
broker, and provide nonemergency medical transportation services reimbursable 14 
under the state's Medicaid program; 15 
(4) Establish a process for reimbursing ride-sharing services for providing 16 
nonemergency medical transportation to Medicaid-covered services; 17 
(5) Establish policies that permit a Medicaid beneficiary to request to add up to one 18 
(1) additional stop for additional Medicaid-covered services, including but not 19 
limited to requesting a stop for pharmacy services, when utilizing nonemergency 20 
medical transportation services; 21 
(6) Permit, when possible, same day scheduling for nonemergency medical 22 
transportation services; 23 
(7) Include information about nonemergency medical transportation benefits on 24 
Medicaid membership cards provided to enrollees; and 25 
(8) Take full advantage of all federally permitted nonemergency medical 26

(a) Improve access to nonemergency medical transportation services; 1 
(b) Increase the efficiency of nonemergency medical transport services; 2 
(c) Reduce the cost of nonemergency medical transportation services; 3 
(d) Improve the quality of nonemergency medical transportation services; or 4 
(e) Otherwise improve access to healthcare by Medicaid beneficiaries who are 5 
in need of nonemergency medical transportation services. 6
