AN ACT relating to economic relief for local communities of the Commonwealth 1 
and declaring an emergency. 2 
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 3 
SECTION 1.   SUBCHAPTER 14 OF KRS CHAPTER 154 IS ESTABLISHED, 4 
AND A NEW SECTION THEREOF IS CREATED TO READ AS FOLLOWS: 5 
The Government Resources Accelerating Needed Transformation Program of 2024 is 6 
intended exclusively for the federal grants identified or administered by the United 7 
States Department of Housing and Urban Development, the Delta Regional Authority, 8 
or the federal agencies that comprise the Interagency Working Group on Coal and 9 
Power Plant Communities and Economic Revitalization established by Presidential 10 
Executive Order 14008, issued on January 27, 2021. 11 
SECTION 2.   A NEW SECTION OF SUBCHAPTER 14 OF KRS CHAPTER 12 
154 IS CREATED TO READ AS FOLLOWS: 13 
As used in this subchapter: 14 
(1) "Cabinet" means the Cabinet for Economic Development; 15 
(2) "Commission" means the GRANT Commission established in Section 8 of this 16 
Act; 17 
(3) "County population ranking" means the score of each county determined by the 18 
cabinet under subsection (7) of Section 5 of this Act; 19 
(4) "Eligible grant recipient" means a grant applicant that is a county or city 20 
governing body or nonprofit charitable organization organized under 26 U.S.C. 21 
sec. 501(c)(3) and engaged in public benefit improvements; 22 
(5) "Eligible project" means a project that: 23 
(a) Benefits the public or substantially benefits the public and satisfies the 24 
evaluation criteria in Section 5 of this Act and that is initiated on: 25 
1. Publicly owned property; 26

a. Legally binding letter of intent or option for the sale to an 1 
eligible grant recipient; or 2 
b. Legally binding sale agreement for the sale to an eligible grant 3 
recipient; or 4 
3. Private property on which a project is located that is in the public 5 
interest and for a public purpose and that benefits an eligible 6 
community; and 7 
(b) Requires local matching funds based on the county population ranking as 8 
provided in Section 5 of this Act; 9 
(6) "Eligible use" means the authorized purpose for which an awarded grant may be 10 
used depending on the source of funds from the Commonwealth; 11 
(7) "Interagency Working Group" means the Interagency Working Group on Coal 12 
and Power Plant Communities and Economic Revitalization established by 13 
Presidential Executive Order 14008, issued on January 27, 2021;  14 
(8) "Population density": 15 
(a) Means the number of persons per square mile of a county; 16 
(b) Is calculated by dividing the total county population by the square miles in 17 
the county; 18 
(c) Is determined by using the population estimate from the most recent 19 
available five (5) year American Community Survey as published by the 20 
United States Census Bureau; and 21 
(d) Is used to rank each county in descending order, with the county having the 22 
largest population density receiving a rank of one (1) and the county with 23 
the smallest population density receiving a rank of one hundred twenty 24 
(120); 25 
(9) "Regional project" means an eligible project that is proposed by eligible grant 26 
recipients residing or having a primary business address in different counties in 27  UNOFFICIAL COPY  	24 RS HB 723/VO

this Commonwealth who submit a single grant application; and 1 
(10) "Ten (10) year percentage change in population": 2 
(a) Means the percentage change in population within a county; 3 
(b) Is determined by comparing the population estimate from the most recent 4 
available five (5) year American Community Survey as published by the 5 
United States Census Bureau to the same survey ten (10) years prior to the 6 
most recent available survey; and 7 
(c) Is used to rank each county in descending order, with the county having the 8 
largest positive percentage change in population receiving a rank of one (1) 9 
and the county with the largest negative percentage change receiving a rank 10 
of one hundred twenty (120). 11 
SECTION 3.   A NEW SECTION OF SUBCHAPTER 14 OF KRS CHAPTER 12 
154 IS CREATED TO READ AS FOLLOWS: 13 
(1) The Government Resources Accelerating Needed Transformation Program of 14 
2024 is hereby established under the cabinet, subject to the approval of the 15 
commission established in Section 8 of this Act. The cabinet's administration of 16 
the program includes but is not limited to the following: 17 
(a) Creating and making available a standardized grant application and a 18 
regional grant application for the obligation of state funds under this 19 
subchapter to apply for matching federal funds; 20 
(b) Developing a standardized scoring system pursuant to this section and 21 
Section 5 of this Act; 22 
(c) Reviewing and processing the applications submitted by the proposed 23 
eligible grant recipients to the cabinet; 24 
(d) Verifying and determining whether a match applicant is an eligible grant 25 
recipient that is seeking a federal grant for an eligible project; 26 
(e) Evaluating the project proposed by the match application in accordance 27  UNOFFICIAL COPY  	24 RS HB 723/VO

with the evaluation criteria set forth in this section and Section 5 of this 1 
Act; 2 
(f) Scoring each match application pursuant to the scoring system described in 3 
Section 5 of this Act; 4 
(g) Ranking each match application: 5 
1. To prioritize the greatest return on investment and relative positive 6 
impact of the eligible project; and 7 
2. Based on the project evaluation and the project score described in this 8 
section and Section 5 of this Act; 9 
(h) Compiling a list of proposed match applicants whose eligible project 10 
demonstrates a high level of investment potential if a match is provided, as 11 
revealed by the evaluation, scoring, and ranking process described in this 12 
section and Section 5 of this Act; 13 
(i) Providing detailed feedback to the match applicants after the project 14 
evaluation and project score are completed and the match application is 15 
approved or denied by the cabinet, unless otherwise prohibited by federal or 16 
state law; 17 
(j) Obligating matching funds to selected eligible grant recipients; 18 
(k) Compiling the monthly report to be submitted under Section 7 of this Act; 19 
and 20 
(l) Compiling the annual report to be submitted under Section 7 of this Act. 21 
(2) The cabinet shall determine the terms, conditions, and requirements of 22 
application for match funds awarded from the Government Resources 23 
Accelerating Needed Transformation Program of 2024 fund. The cabinet may 24 
establish procedures and standards for the review and approval of obligation of 25 
match funds through the promulgation of administrative regulations in 26 
accordance with KRS Chapter 13A. By December 1, 2024, the cabinet shall 27  UNOFFICIAL COPY  	24 RS HB 723/VO

submit recommended legislative changes to the Legislative Research Commission 1 
for referral to and for consideration by the Senate Standing Committee on 2 
Appropriations and Revenue and the House Standing Committee on 3 
Appropriations and Revenue or the Interim Joint Committee on Appropriations 4 
and Revenue. 5 
(3) The secretary of the cabinet shall have the authority to hire staff, contract for 6 
services, expend funds, and operate the normal business activities of the 7 
Government Resources Accelerating Needed Transformation Program of 2024. 8 
Notwithstanding KRS Chapter 45A, the cabinet may contract with a third party 9 
for implementation and administration of the program. 10 
(4) The Government Resources Accelerating Needed Transformation Program of 11 
2024 as provided in this subchapter shall sunset on December 31, 2026, unless 12 
authorized by the General Assembly to continue its work for a specified period of 13 
time. 14 
(5) The Kentucky Council of Area Development Districts and local area development 15 
districts shall assist eligible grant recipients in identifying available federal grant 16 
opportunities and preparing federal grant applications and Government 17 
Resources Accelerating Needed Transformation Program of 2024 applications. 18 
Nothing in this subsection shall prevent any public agency or nonprofit entity 19 
from assisting eligible grant recipients in identifying available federal grant 20 
opportunities and preparing federal grant applications and Government 21 
Resources Accelerating Needed Transformation Program of 2024 applications. 22 
(6) Upon request of the local area development districts, a local public institution in 23 
the postsecondary education system as defined in KRS 164.001 shall assist the 24 
eligible grant recipients in their area by including but not limited to: 25 
(a) Identifying opportunities for federal grants; 26 
(b) Rendering supplemental support for federal grant applications on behalf of 27  UNOFFICIAL COPY  	24 RS HB 723/VO

the communities including but not limited to providing data and analysis for 1 
the federal grant application; or 2 
(c) Acting as the contact person for the local public institution to the Kentucky 3 
Council of Area Development Districts and to the area development district 4 
in which the local public institution is located and updating the contact 5 
person information. 6 
SECTION 4.   A NEW SECTION OF SUBCHAPTER 14 OF KRS CHAPTER 7 
154 IS CREATED TO READ AS FOLLOWS: 8 
(1) (a) To participate in the Government Resources Accelerating Needed 9 
Transformation Program of 2024, grant applicants shall submit either a 10 
standardized or a regional application to the cabinet for consideration by 11 
the commission. 12 
(b) The cabinet shall provide a preliminary evaluation of the application within 13 
five (5) business days of receipt of the application. As part of the 14 
preliminary evaluation, the cabinet shall consider the following: 15 
1. Applicant's eligibility when evaluated against the requirements of the 16 
federal grant; and 17 
2. Application completeness when evaluated against the requirements of 18 
the federal grant. 19 
(c) The cabinet shall provide a final decision of approval or denial on the 20 
application within twenty-one (21) calendar days of receipt of the 21 
application. 22 
(2) If a grant application is selected as an eligible match recipient approved under 23 
this subchapter, it shall comply with any match agreement and reporting 24 
requirements deemed necessary by the cabinet to verify that the awarded funds to 25 
go toward an eligible use. 26 
(3) If the selected match recipient fails to comply with subsection (2) of this section 27  UNOFFICIAL COPY  	24 RS HB 723/VO

or uses the awarded match money for any purpose other than an eligible use, the 1 
selected eligible match recipient shall forfeit and be liable to the cabinet for the 2 
full award amount. 3 
SECTION 5.   A NEW SECTION OF SUBCHAPTER 14 OF KRS CHAPTER 4 
154 IS CREATED TO READ AS FOLLOWS: 5 
(1) The cabinet shall identify and certify the areas for grant funding designated by 6 
the United States Department of Housing and Urban Development, Delta 7 
Regional Authority or Interagency Working Group as a priority for obligation of 8 
match funds. Any area in Kentucky that is eligible for federal grant resources, 9 
but is not a United States Department of Housing and Urban Development, a 10 
Delta Regional Authority, or an Interagency Working Group designated 11 
community, may be eligible for obligation of state funds under this section. The 12 
cabinet shall not approve a project unless it finds that the project is in the public 13 
interest and the grant funds will be used for a public purpose. For purposes of 14 
this subsection, projects that are in the public interest and for a public purpose 15 
can include a derivative private benefit, if the cabinet finds the following: 16 
(a) The project will enhance a community or region; 17 
(b) The granting entity for which the cabinet's matching grant is being used 18 
requires a public purpose for grant eligibility; or 19 
(c) The cabinet in its judgment concludes the proposal will enhance the quality 20 
of life or services in a community or region. 21 
(2) The cabinet shall evaluate each applicant's eligible project according to the 22 
criteria described in this section for the purpose of compiling a recommendation 23 
and score for the eligible project pursuant to this section. 24 
(3) If a match applicant is selected as an eligible grant recipient approved under the 25 
Government Resources Accelerating Needed Transformation Program of 2024, it 26 
shall comply with any incentive agreements and reporting requirements deemed 27  UNOFFICIAL COPY  	24 RS HB 723/VO

necessary by the cabinet to verify that the awarded grant shall go toward an 1 
eligible use. 2 
(4) In the administration of the Government Resources Accelerating Needed 3 
Transformation Program of 2024, the cabinet shall develop a scoring system for 4 
the project proposed by each match applicant based on the total projected return 5 
on investment and the relative positive impact in the community. 6 
(5) The scoring system shall include a: 7 
(a) Score in each category as specified in subsection (6) of this section; and 8 
(b) Total weighted score, which is the average of the scores in each category. 9 
(6) The scoring categories shall include but are not limited to: 10 
(a) Projected return on investment the project will yield, which includes an 11 
assessment of the: 12 
1. Likelihood of project completion both with the cabinet's funding and 13 
without; 14 
2. Application content when evaluated against the federal grant 15 
program's publicly available scoring rubric or evaluation criteria, if 16 
any; 17 
3. Projected gross economic impact of the proposed project on the 18 
community; 19 
4. Projected number of jobs created by the proposed project and 20 
subsequent impact on the community; 21 
5. Determination of the cost of the project based on the cost expended by 22 
the cabinet if it obligates the requested grant amount to the applicant; 23 
6. Evidence of community support for the project; 24 
7. Likelihood that the applicant can successfully manage the federal 25 
grant's administration requirements; and 26 
8. Likelihood of success based on a federal agency prioritization of a 27  UNOFFICIAL COPY  	24 RS HB 723/VO

particular applicant; and 1 
(b) Overall positive impact the project will have on the surrounding community 2 
as evidenced by clear and feasible projected outcomes of the grant-funded 3 
project. 4 
(7) (a) On or before May 1, 2024, and not later than May 1 every two (2) years 5 
thereafter, the cabinet shall determine a county population ranking for each 6 
county by adding the following two (2) factors: 7 
1. The population density ranking; and 8 
2. The ten (10) year percentage change in population ranking. 9 
(b) The required local match for each county shall be as follows: 10 
1. Eligible projects in counties where the county population ranking is 11 
greater than or equal to one hundred ninety-three (193) shall provide 12 
a minimum amount of local matching funds equal to one percent (1%) 13 
of the state match; 14 
2. Eligible project in counties where the county population ranking is 15 
less than one hundred ninety-three (193) but greater than or equal to 16 
one hundred forty-five (145) shall provide a minimum amount of local 17 
matching funds equal to two percent (2%) of the state match; 18 
3. Eligible project in counties where the county population ranking is 19 
less than one hundred forty-five (145) but greater than or equal to 20 
ninety-seven (97) shall provide a minimum amount of local matching 21 
funds equal to three percent (3%) of the state match; 22 
4. Eligible project in counties where the county population ranking is 23 
less than ninety-seven (97) but greater than or equal to forty-nine (49) 24 
shall provide a minimum amount of local matching funds equal to 25 
four percent (4%) of the state match; and 26 
5. Eligible project in counties where the county population ranking is 27  UNOFFICIAL COPY  	24 RS HB 723/VO

less than forty-nine (49) shall provide a minimum amount of local 1 
matching funds equal to five percent (5%) of the state match. 2 
(c) On or before November 1, 2024, and no later than November 1 every two (2) 3 
years thereafter, the cabinet shall report to the Legislative Research 4 
Commission and the Interim Joint Committee on Appropriation and 5 
Revenue the following information for each county: 6 
1. The county name; 7 
2. The population density ranking for that county; 8 
3. The ten (10) year percentage change in population ranking for that 9 
county; and 10 
4. The county population ranking for that county. 11 
(8) (a) For selected eligible grant recipients that are involved in a regional project, 12 
the cabinet may pool the potential allocation of funds available for each 13 
county represented by the eligible grant recipients for the grant amount 14 
awarded. 15 
(b) A county that is an eligible grant recipient involved in a regional project 16 
shall provide that county's local matching funds based on the county 17 
population ranking determined under subsection (7) of this section and 18 
each county's local matching funds may be pooled as described in 19 
paragraph (a) of this subsection. 20 
(9) Beginning no later than November 1, 2024, and annually thereafter until the 21 
authorized appropriation is spent or returned, the cabinet shall compile and 22 
submit a report for each application approved by the GRANT Commission 23 
established in Section 8 of this Act for the Government Resources Accelerating 24 
Needed Transformation Program of 2024. The report shall be electronically 25 
delivered to the Legislative Research Commission and the Interim Joint 26 
Committee on Appropriations and Revenue and contain the following 27  UNOFFICIAL COPY  	24 RS HB 723/VO

information: 1 
(a) The name of the applicant, a description of the eligible project, and the 2 
location of each proposed project for which an application was approved; 3 
(b) The date the application was approved by the GRANT Commission; 4 
(c) The amount of funding authorized for each project approved; 5 
(d) The total amount of funding disbursed for each project approved; and 6 
(e) The round of funding for which each project received approval. 7 
(10) The Government Resources Accelerating Needed Transformation Program of 8 
2024 shall begin April 15, 2024. The cabinet shall begin accepting applications 9 
for the program on May 15, 2024. 10 
SECTION 6.   A NEW SECTION OF SUBCHAPTER 14 OF KRS CHAPTER 11 
154 IS CREATED TO READ AS FOLLOWS: 12 
(1) There is hereby established in the State Treasury a trust and agency account to be 13 
known as the Government Resources Accelerating Needed Transformation 14 
Program of 2024 fund. The fund shall consist of moneys received from state 15 
appropriations, gifts, grants, and federal funds. 16 
(2) The fund shall be administered and maintained by the cabinet. 17 
(3) Amounts deposited in the fund shall be used for awarding: 18 
(a) Matching funds to applicants of the Government Resources Accelerating 19 
Needed Transformation Program of 2024 upon notification of award of the 20 
federal grant requiring matching funds. Up to twenty percent (20%) of the 21 
amounts deposited in the fund shall be used for match awards for nonprofit 22 
charitable organizations organized under 26 U.S.C. sec. 501(c)(3); and 23 
(b) Matching funds to applicants of the Government Resources Accelerating 24 
Needed Transformation Program of 2024 upon notification of award of the 25 
federal grant requiring matching funds. Up to eighty percent (80%) of the 26 
amounts deposited in the fund shall be used for match awards to county or 27  UNOFFICIAL COPY  	24 RS HB 723/VO

city governing bodies. 1 
(4) Notwithstanding KRS 45.229, moneys in the account not expended at the close of 2 
a fiscal year shall not lapse but shall be carried forward into the next fiscal year. 3 
(5) Any interest earnings of the fund shall become a part of the fund and shall not 4 
lapse. 5 
(6) Moneys deposited in the fund are hereby appropriated for the purposes set forth 6 
in this section and shall not be appropriated or transferred by the General 7 
Assembly for any other purposes. 8 
(7) Any match funds awarded under subsection (3) of this section shall be canceled 9 
upon denial of the federal award. 10 
(8) On or after June 30, 2024, any unencumbered moneys in the fund established in 11 
Section 10 of this Act, shall be transferred to the Government Resources 12 
Accelerating Needed Transformation Program of 2024 fund administered by the 13 
Cabinet for Economic Development created in this section. 14 
SECTION 7.   A NEW SECTION OF SUBCHAPTER 14 OF KRS CHAPTER 15 
154 IS CREATED TO READ AS FOLLOWS: 16 
(1) (a) By June 1, 2024, the cabinet shall submit a monthly report on eligible 17 
project applications to the Governor and the Senate Standing Committee on 18 
Appropriations and Revenue and the House Standing Committee on 19 
Appropriations and Revenue, or the Interim Joint Committee on 20 
Appropriations and Revenue, and make the reports available on the 21 
cabinet's website.  22 
(b) The monthly report shall be a summary of the eligible project applications 23 
and shall include but not be limited to the following: 24 
1. A list of all match applicants; 25 
2. The identity of applicants who were not selected for obligation of 26

3. Trends found in feedback given to applicants who were not selected 1 
for obligation of match funds; 2 
4. Eligible uses of the projects cited in the match applications; 3 
5. The date of the application; 4 
6. The date of receipt of the application by the cabinet; 5 
7. A description of the federal grant funds applied for by the applicant; 6 
8. A description of the title, subject matter, preliminary evaluation, and 7 
scoring tally of the eligible project; 8 
9. The date of the cabinet's preliminary evaluation; 9 
10. The amount of moneys requested, and the amount of moneys approved 10 
or denied for each application;  11 
11. The date of the cabinet's final decision on obligation of the match 12 
funds, the date of the federal grant approval or denial, and whether 13 
the eligible project was approved or denied; and 14 
12. Any other information requested by the cabinet. 15 
(2) By November 1, 2024, and annually thereafter until November 1, 2026, the 16 
cabinet shall prepare an annual report of the Government Resources 17 
Accelerating Needed Transformation Program of 2024 to be submitted to the 18 
Governor and the Interim Joint Committee on Appropriations and Revenue and 19 
made available on the cabinet's website. The annual report shall include but not 20 
be limited to the following: 21 
(a) A summary of the monthly reports and the match applications received and 22 
relevant statistics relating to actions taken by the cabinet and grants 23 
awarded, including the applicant, award amount, and the purpose of the 24 
funding; 25 
(b) The current balance of the Government Resources Accelerating Needed 26 
Transformation Program of 2024 fund; 27  UNOFFICIAL COPY  	24 RS HB 723/VO

(c) Recommendations regarding appropriations to the Government Resources 1 
Accelerating Needed Transformation Program of 2024 fund for the 2 
upcoming fiscal year; and 3 
(d) Recommendations for legislation or policy actions needed to facilitate 4 
greater receipt of grant funding to eligible grant recipients. 5 
SECTION 8.   A NEW SECTION OF SUBCHAPTER 14 OF KRS CHAPTER 6 
154 IS CREATED TO READ AS FOLLOWS: 7 
(1) There is hereby established the GRANT Commission. The commission shall be 8 
administratively attached to the Cabinet for Economic Development. 9 
(2) (a) The commission shall consist of the following seven (7) voting members: 10 
1. The Attorney General or his or her designee; 11 
2. The Auditor of Public Accounts or his or her designee; 12 
3. The secretary of the Cabinet for Economic Development or his or her 13 
designee; 14 
4. The Secretary of State of his or her designee; 15 
5. The State Treasurer or his or her designee; and 16 
6 Two (2) members appointed by the Governor. 17 
(b) Each member appointed by the Governor shall serve for a term of four (4) 18 
years, except that in making the initial appointments, the Governor shall 19 
appoint two (2) members to serve for two (2) years. All succeeding 20 
appointments shall be for a term of four (4) years. 21 
(3) The commission shall elect the chair and vice chair from its membership every 22 
two (2) years. In the absence or vacancy of the chair, the vice chair shall serve as 23 
chair.  24 
(4) All members shall be registered voters of Kentucky. 25 
(5) (a) Meetings of the commission shall be conducted according to KRS 61.805 to 26

(b) The commission shall meet at least twice within each calendar year. 1 
(c) Four (4) voting members of the commission shall constitute a quorum for 2 
the transaction of business. 3 
(d) Each member of the commission shall have one (1) vote, with all actions 4 
being taken by an affirmative vote of the majority of members present. 5 
(6) The cabinet shall provide staff and support services to the commission and shall 6 
direct and supervise its administrative affairs and general management subject to 7 
the policies, control, and direction of the commission. 8 
(7) Notwithstanding KRS 12.028, the commission shall not be subject to 9 
reorganization by the Governor. 10 
Section 9.   KRS 147A.154 is amended to read as follows: 11 
(1) The Government Resources Accelerating Needed Transformation Program is 12 
hereby established under the department. The department's administration of the 13 
program includes but is not limited to the following: 14 
(a) Creating and making available a standardized grant application and a regional 15 
grant application; 16 
(b) Developing a standardized scoring system pursuant to KRS 147A.162; 17 
(c) Reviewing and processing the applications and proposals submitted by the 18 
proposed grant recipients; 19 
(d) Verifying and determining whether a grant applicant is an eligible grant 20 
recipient and seeking a grant for an eligible project; 21 
(e) Evaluating the project proposed by the grant application in accordance with 22 
the evaluation criteria set forth in KRS 147A.160; 23 
(f) Scoring each grant application project pursuant to the scoring system 24 
described in KRS 147A.162; 25 
(g) Ranking each grant application: 26

revealed by the evaluation, scoring, and ranking process described in this 6 
section and KRS 147A.160 and 147A.162; 7 
(i) Providing detailed feedback to the grant applicants after the project evaluation 8 
and project score are completed; 9 
(j) Awarding matching grants to selected eligible grant recipients; and 10 
(k) Compiling for the annual report submitted under KRS 147A.164 the 11 
following information about the project: 12 
1. A list of all program applicants; 13 
2. The identity of applicants who were not selected for recommendation; 14 
3. Trends found in feedback given to applicants who were not selected for 15 
recommendation; 16 
4. Eligible uses of the projects cited in the grant applications; and 17 
5. Any other information requested by the department. 18 
(2) The department shall determine the terms, conditions, and requirements of 19 
application for grant funds awarded from the Government Resources Accelerating 20 
Needed Transformation Program fund. The department may establish procedures 21 
and standards for the review and approval of eligible grant awards through the 22 
promulgation of administrative regulations in accordance with KRS Chapter 13A. 23 
(3) The commissioner of the department shall have the authority to hire staff, contract 24 
for services, expend funds, and operate the normal business activities of the 25 
Government Resources Accelerating Needed Transformation Program. 26

sunset on April 15, 2025. The department shall not accept any application or 1

its work for a specified period of time]. 4 
(5) The Kentucky Council of Area Development Districts and local area development 5 
districts shall assist priority communities in identifying available grant 6 
opportunities and preparing Government Resources Accelerating Needed 7 
Transformation Program applications. Nothing in this subsection prevents any 8 
public agency or nonprofit entity from assisting priority communities in identifying 9 
and preparing Government Resources Accelerating Needed Transformation 10 
Program applications. 11 
Section 10.   KRS 147A.158 is amended to read as follows: 12 
(1) There is hereby established in the State Treasury a trust and agency account to be 13 
known as the Government Resources Accelerating Needed Transformation Program 14 
fund. The fund shall consist of moneys received from state appropriations, gifts, 15 
grants, and federal funds. 16 
(2) The fund shall be administered and maintained by the department. 17 
(3) Amounts deposited in the fund shall be used for: 18 
(a) Awarding matching fund grants to applicants of the Government Resources 19 
Accelerating Needed Transformation Program upon notification of award of 20 
the federal grant requiring matching funds; and 21 
(b) Administration of the program. 22 
(4) Notwithstanding KRS 45.229, moneys in the account not expended at the close of a 23 
fiscal year shall not lapse but shall be carried forward into the next fiscal year. 24 
(5) Any interest earnings of the fund shall become a part of the fund and shall not 25 
lapse. 26 
(6) Moneys deposited in the fund are hereby appropriated for the purposes set forth in 27  UNOFFICIAL COPY  	24 RS HB 723/VO

this section and shall not be appropriated or transferred by the General Assembly 1

(8) By December 1, 2023, and annually thereafter until December 1, 2024[December 1, 5 
2026], the department shall prepare an annual report detailing the expenditures for 6 
the administration of the program from the fund, which shall be included in the 7 
annual report submitted under KRS 147A.164. 8 
(9) Any moneys in the fund on or after June 30, 2024, shall be transferred to the 9 
Government Resources Accelerating Needed Transformation Program of 2024 10 
fund administered by the Cabinet for Economic Development created in Section 6 11 
of this Act. 12 
Section 11.   KRS 12.020 (Effective until July 1, 2024) is amended to read as 13 
follows: 14

that this enumeration of administrative bodies be all-inclusive. Every authority, board, 17
