UNOFFICIAL COPY 24 RS BR 959 Page 1 of 3 XXXX 11/17/2023 11:20 AM Jacketed A CONCURRENT RESOLUTION establishing the Autonomous Vehicle Task 1 Force. 2 WHEREAS, autonomous or self-driving vehicles are vehicles that operate on public 3 roadways without direct human input or control of the steering, acceleration, and braking 4 of the vehicle; and 5 WHEREAS, automakers across the country are developing, testing, and deploying 6 autonomous vehicles with estimates of up to 3.5 million autonomous vehicles on 7 roadways by 2025; and 8 WHEREAS, 29 states and the District of Columbia have enacted legislation related 9 to autonomous vehicles; and 10 WHEREAS, the United States House of Representatives passed the SELF Drive 11 Act on September 6, 2017, which proposed new safety standards and federal guidelines 12 for autonomous vehicles; and 13 WHEREAS, the National Highway Traffic Safety Administration (NHTSA) 14 released new federal guidelines for Automated Driving Systems (ADS) on January 8, 15 2020; and 16 WHEREAS, autonomous vehicle technology is not new and continues to develop. 17 Safety standards relating to how autonomous vehicles interact with human-driven 18 vehicles and how they respond to crashes, pedestrians, and other hazards continue to 19 improve; and 20 WHEREAS, as technology develops towards full automation, new issues 21 concerning insurance coverage and requirements on these vehicles will arise; and 22 WHEREAS, autonomous vehicles will have a considerable economic impact, both 23 in vehicle sales and in the trucking industry, potentially replacing human drivers in 24 commercial industries; and 25 WHEREAS, Kentucky law is silent with respect to autonomous vehicle testing or 26 use; and 27 UNOFFICIAL COPY 24 RS BR 959 Page 2 of 3 XXXX 11/17/2023 11:20 AM Jacketed WHEREAS, without testing and regulation of the autonomous vehicle industry, the 1 Commonwealth is at risk of lawsuits and societal confusion as other states move to enact 2 their own autonomous vehicle legislation; 3 NOW, THEREFORE, 4 Be it resolved by the House of Representatives of the General Assembly of the 5 Commonwealth of Kentucky, the Senate concurring therein: 6 Section 1. The Legislative Research Commission shall establish the 7 Autonomous Vehicle Task Force. The task force shall study and make recommendations 8 regarding: 9 (1) The potential safety benefits and concerns of autonomous vehicles; 10 (2) Liability, insurance, and product liability issues concerning autonomous 11 vehicles; and 12 (3) The economic impact of the use of autonomous vehicles, and the impact on 13 the commercial driving industry and employment. 14 Section 2. The task force shall be composed of the following members, with 15 final membership of the task force being subject to the consideration and approval of the 16 Legislative Research Commission: 17 (1) The House co-chair of the Interim Joint Committee on Transportation as co-18 chair of the task force; 19 (2) The Senate co-chair of the Interim Joint Committee on Transportation as co-20 chair of the task force; 21 (3) Four members of the House of Representatives, appointed by the Speaker of 22 the House of Representatives; and 23 (4) Four members of the Senate, appointed by the President of the Senate. 24 Section 3. The task force shall meet as necessary during the 2024 Interim of the 25 General Assembly. Provisions of this Resolution to the contrary notwithstanding, the 2 Legislative Research Commission shall have the authority to alternatively assign the 3 issues identified herein to an interim joint committee or subcommittee thereof, and to 4 designate a study completion date. 5
