UNOFFICIAL COPY 24 RS BR 1969 Page 1 of 2 XXXX 2/9/2024 1:47 PM Jacketed A CONCURRENT RESOLUTION establishing the Teacher Red Tape Reduction 1 Task Force. 2 WHEREAS, unfilled teacher positions in Kentucky have increased by 260% 3 percent since 2019 according to the staff of the Legislative Research Commission's 4 Office of Education Accountability, which means it is more important than ever that 5 Kentucky take competitive steps to protect the teaching profession; and 6 WHEREAS, excessive mandates impose an undue burden on Kentucky teachers 7 that harms the dignity of the teaching profession and the ability of this Commonwealth to 8 attract and maintain high quality teachers; and 9 WHEREAS, reducing the amount of time Kentucky teachers spend on compliance 10 and administrative tasks will grant teachers the freedom to focus on the activities that 11 have the greatest impact on student growth and achievement; and 12 WHEREAS, the General Assembly seeks to reprioritize teaching, learning, and 13 student outcomes over compliance and administrative tasks; and 14 WHEREAS, the General Assembly is committed to collecting, analyzing, and 15 leveraging data to inform deliberate and effective legislation to identify and eradicate 16 outdated, redundant, or unnecessary mandates imposed upon teachers; 17 NOW, THEREFORE, 18 Be it resolved by the House of Representatives of the General Assembly of the 19 Commonwealth of Kentucky, the Senate concurring therein: 20 Section 1. The Legislative Research Commission shall establish the Teacher 21 Red Tape Reduction Task Force. The task force shall study and make recommendations 22 to identify outdated, redundant, or unnecessary mandates imposed upon teachers. 23 Section 2. The Teacher Red Tape Reduction Task Force. shall be composed of 24 the following members, with final membership being subject to the consideration and 25 approval of the Legislative Research Commission: 26 (1) Four members of the House of Representatives, including three members to 27 UNOFFICIAL COPY 24 RS BR 1969 Page 2 of 2 XXXX 2/9/2024 1:47 PM Jacketed be appointed by the Speaker of the House of Representatives and one member appointed 1 by the Minority Floor Leader of the House of Representatives. One of the four members 2 of the House of Representatives shall be designated by the Speaker of the House to serve 3 as co-chair; and 4 (2) Four members of the Senate, including three members to be appointed by the 5 President of the Senate and one member to be appointed by the Minority Floor Leader of 6 the Senate. One of the four members of the Senate shall be designated by the President of 7 the Senate to serve as co-chair. 8 Section 3. The task force shall meet as necessary during the 2024 Interim of the 9 General Assembly. The task force shall submit findings and recommendations to the 10 Legislative Research Commission for referral to the appropriate committee or committees 11 by December 1, 2024. 12 Section 4. Provisions of this Resolution to the contrary notwithstanding, the 13 Legislative Research Commission shall have the authority to alternatively assign the 14 issues identified herein to an interim joint committee or subcommittee thereof, and to 15 designate a study completion date. 16
