UNOFFICIAL COPY 24 RS BR 1354 Page 1 of 1 XXXX 1/1/2024 1:37 PM Jacketed A RESOLUTION amending the Rules of Procedure for the 2024 Regular Session 1 of the House of Representatives. 2 Be it resolved by the House of Representatives of the General Assembly of the 3 Commonwealth of Kentucky: 4 ď˘Section 1. A new House Rule 51A is created to read as follows: 5 Rule 51A. Member Priority Bills. Each member of the House of Representatives 6 shall be entitled to file a petition with the Clerk designating one of their bills as a 7 "priority bill." The member's petition shall contain the bill's number and designate an 8 appropriate standing committee to which the bill shall be referred. 9 Each priority bill shall be considered for a vote in its designated standing 10 committee within fifteen legislative days. A standing committee shall report a priority 11 bill in the following manner: 12 "With the expression of opinion that the same should pass," or 13 "With the expression of opinion that the same should pass, with the committee 14 amendment attached thereto," or 15 "With the expression of opinion that the same should pass, with the committee 16 substitute attached thereto," or 17 "With the expression of opinion that the same should not pass." 18 Should the priority bill pass favorably out of committee, all appropriate readings 19 shall be given on the next successive legislative days. Subject to Rule 52, and 20 notwithstanding Rule 52A, the priority bill sponsor may then file a petition with the 21 Clerk to call for the priority bill to be heard on the next legislative day. On the next 22 legislative day, the Speaker shall recognize the priority bill sponsor to call the priority 23 bill from the Orders of the Day. 24
