A RESOLUTION honoring and commending the Louisville Fire Department 1
firefighters, Louisville Metro Police Department officers, and Louisville emergency 2
medical services personnel involved in the recent rescue on the Clark Memorial Bridge. 3
WHEREAS, at around noon on Friday, March 1, 2024, a multi-vehicle collision 4
involving two passenger vehicles, a pickup truck, and a semitruck occurred on the Clark 5
Memorial Bridge, which spans the Ohio River and connects Louisville, Kentucky, and 6
Jeffersonville, Indiana; and 7
WHEREAS, the end result of the chain-reaction accident was the semitruck going 8
through the guardrails and partially off the bridge, with half the vehicle hanging off the 9
bridge and the cab of the vehicle dangling precipitously some 60 feet above the Ohio 10
River; and 11
WHEREAS, responding with lighting speed, a Louisville Fire Department rescue 12
squad arrived at the accident site and hooked Firefighter Bryce Carden into a harness 13
from a ladder truck to reach the semitruck's driver, secure her, and lift her back onto the 14
bridge, less than an hour after the accident occurred; and 15
WHEREAS, although he is being hailed as a hero, Bryce Carden is quick to 16
recognize the entire team for their part in the rescue, stating, "Like I was telling chief, it 17
all goes back to training. We've done this probably 100 times. We have good leaders that 18
have taught how to take care of the site situation"; and 19
WHEREAS, Louisville Fire Department personnel responding with Firefighter 20
Carden that day included: from Engine Company 5, Assistant Captain James Lucas, 21
firefighters Kamron Joyer, Maximillian Eschmann, and Braydon Wright; from Truck 2, 22
Captain Chad Rodgers, Sergeant Joseph Berrow, Sergeant Jason Huddleston, and 23
firefighter Lee Miles; from Rescue 2, stationed on the bridge, Captain Andy Hogan, 24
Captain Michael Renn, Sergeant Amber Miller, and firefighters James Haley, Beth 25
Burkhead, and James Donahoe; from Rescue 2, on the river, Sergeant Josiah Bailey and 26

and firefighters Jonathan O’Dell, Joseph Bailey, and Noah Forrest; from Rescue 11, 1

Saavedra; as well as Major Christopher Verdi, Major Michael Stinson, Captain Ricky 3
Greathouse, Major Jonathan Jones, Lieutenant Colonel Clarence Gamble, Lieutenant 4
Colonel Paul Cooper, Lieutenant Colonel Terence Delaney, and Chief Bruce O’Neill; and 5
WHEREAS, Louisville Metro Police Department personnel who responded to the 6
site to assist with the rescue and secure the scene included: Lieutenant Craig Browning; 7
Sergeants Ron Fey, Jeffrey Rodgers, and Robert Ward; Detective Matthew Martin; and 8
Officers Jennifer Del Valle, Justin Bale, Jackson Evans, Raymond Wonka, Michael 9
Wease, Zacharia Wright, Marcus McDowell, Tyler Story, Robert Jones, Stephen Payne, 10
Matthew Montano, Kenneth Cummins II, Clarence Beauford, Umar Alkazov, Jessica 11
Skaggs, and Jordan McKinley; and 12
WHEREAS, Louisville Metro Emergency Medical Services personnel involved in 13
the rescue response included: Major Chris Wetter, Max Schmidt, Isiah Tussey, Karis 14
Bailey, Anthony Wetter, Charles Turner, Lillian McFalda, Madilyn Lawson, and Richard 15
Tudor; and 16
WHEREAS, Louisville Metro Safe personnel involved in the rescue response 17
included: Kelly Jones, Trevin Hunter, Deanna Wetter, Libby Grenough, Kim Riggle, 18
Daniel Montgomery, Mary Smith, Kristen Akers, Robin Miller, Ryan Hobbs, Shari Coty, 19
Sara Sparks, Christal Tobbe, Nick Tinnell, Chaka Mask, Matt Goins, Sandy Chesser, 20
Susan Kohler, and Angie Downes; and 21
WHEREAS, this daring rescue brings into sharp relief the hours of training and 22
dedication that members of fire departments across the Commonwealth and the nation put 23
in to be able to respond to unique situations where lives are at risk, and also serves as an 24
example of how fire departments, police, and EMS personnel work together every day to 25
protect the safety and well-being of our nation's citizens; 26

Be it resolved by the House of Representatives of the General Assembly of the 1
Commonwealth of Kentucky: 2
Section 1. The members of the House of Representatives, both individually and 3
collectively, do hereby recognize and honor the brave members of the Louisville Fire 4
Department rescue squad and other firefighters that participated in the daring rescue on 5
the Clark Memorial Bridge on March 1, 2024, as well as all the other first responders 6
involved in the operation, thank them for their continued dedication, bravery, and service, 7
and pray for their continued safety. 8
Section 2. The Clerk of the House of Representatives is directed to transmit a 9
copy of this Resolution to Representative Jared Bauman for presentation to Louisville 10
Mayor Craig Greenberg. 11
