A RESOLUTION amending the Rules of Procedure for the 2024 Regular Session 1 
of the House of Representatives. 2 
Be it resolved by the House of Representatives of the General Assembly of the 3 
Commonwealth of Kentucky: 4 
Section 1.   House Rule 48 is amended to read as follows: 5 
Rule 48. Failure to Report[Discharge Petition]. Whenever a committee fails or 6 
refuses to report[ within a reasonable time] a bill submitted to it, any[a] member may, 7 
upon filing[ sponsor and file] with the Clerk a written petition to determine if the 8 
committee has held the bill for an unreasonable time,[request, signed by twenty-five or 9 
more members, to] call the petition[same up] for consideration on the next succeeding 10 
legislative day after its[the] filing[ of the request].[ The effect of this petition shall be to 11 
bring before the House the question of whether the committee to which the bill has been 12 
assigned has held the bill for an unreasonable time. Upon the motion of the member 13 
sponsoring the request, and] If[if] a majority of the members elected to the House concur 14 
that the bill has been held an unreasonable time by voting to approve the petition, the bill 15 
shall be considered as though it had been regularly reported[,] and shall be given its first 16 
reading and thereafter treated as any other bill that has been reported from a 17 
committee[sent to the Rules Committee]. 18
