AN ACT relating to identity documents. 1 
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2 
SECTION 1.   A NEW SECTION OF KRS 186.400 TO 186.640 IS CREATED 3 
TO READ AS FOLLOWS: 4 
(1) The Transportation Cabinet shall establish at least one (1) permanent, full-time, 5 
driver licensing regional office within each Kentucky senatorial district. 6 
(2) For the purposes of this section, an office shall be considered to be within a 7 
senatorial district if it is located anywhere in a county which is part of the district, 8 
whether or not the office is located within the actual boundaries of the district. 9 
SECTION 2.   A NEW SECTION OF KRS 186.400 TO 186.640 IS CREATED 10 
TO READ AS FOLLOWS: 11 
(1) As used in the section: 12 
(a) "Identity document" means an operator's license or personal identification 13 
card issued under KRS 186.4102, 186.412, 186.4122, or 186.4123; and 14 
(b) "Third-party entity" includes but is not limited to businesses, nonprofit 15 
member associations, cities, counties, county clerks, sheriffs, and Circuit 16 
Court clerks. 17 
(2) The Transportation Cabinet shall promulgate administrative regulations in 18 
accordance with KRS Chapter 13A to establish procedures by which third-party 19 
entities may apply to the cabinet to serve as an application processor for identity 20 
documents. 21 
(3) A third-party entity that wishes to serve as an application processor for identity 22 
documents under this section shall: 23 
(a) Apply to the cabinet and receive cabinet approval; 24 
(b) Agree to comply with all relevant administrative regulations and policies of 25 
the cabinet; 26 
(c) Pay the cost of any hardware required to facilitate the application process; 27  UNOFFICIAL COPY  	24 RS BR 805

(d) Collect all required fees under KRS 186.531 and transmit them to the 2 
cabinet in a timely fashion. 3 
(4) In addition to the fees set forth in KRS 186.531, a third-party entity that processes 4 
applications for identity documents under this section may charge a fee for the 5 
service provided. 6 
SECTION 3.   A NEW SECTION OF KRS 186.400 TO 186.640 IS CREATED 7 
TO READ AS FOLLOWS: 8 
(1) The Department of Kentucky State Police shall coordinate with the 9 
Transportation Cabinet to offer written instruction permit testing in counties that 10 
do not have a permanent Transportation Cabinet driver licensing regional office 11 
whenever the cabinet visits those counties to offer in-person driver licensing 12 
services. 13 
(2) In providing written instruction permit testing under subsection (1) of this 14 
section, the Department of Kentucky State Police may: 15 
(a) Coordinate with public libraries and high schools to use existing facilities to 16 
host the testing when possible; 17 
(b) Enlist library and school personnel to administer written tests when 18 
practical; and 19 
(c) Explore technological innovations that allow for proctored testing through 20 
web-based applications. 21 
(3) The Department of Kentucky State Police shall collect data on testing done under 22 
this section and shall, by  October 31, 2025, submit a report to the Legislative 23 
Research Commission for referral to the Interim Joint Committee on 24 
Transportation, providing information on the number of: 25 
(a) Available testing appointments in each county; 26

(c) Unclaimed testing slots; and 1 
(d) Applicants who fail to show up for scheduled appointments. 2 
Section 4.   Section 1 of this Act takes effect July 1, 2025. 3
