A RESOLUTION adjourning the Senate in honor and recognition of Lorna Patches. 1 
WHEREAS, Lorna Patches is a native of Carmel Valley, California, where she 2 
earned her bachelor's degree in cultural anthropology from the University of California, 3 
Santa Barbara. She credits field work in Jordan as part of this program for changing her 4 
world view and life; and 5 
WHEREAS, upon graduation, Lorna Patches worked with a joint venture of British 6 
Telecom and AT&T where, as a customer service manager, she worked with executives 7 
from Fortune 100 companies like Visa, Microsoft, and Toyota; and 8 
WHEREAS, her work with Toyota brought her to Georgetown, Kentucky, where 9 
she currently resides with her husband, Jeremy, and her two daughters, Sarah and Evelyn; 10 
WHEREAS, Lorna Patches applied the Master of Business Administration that she 11 
earned from the University of Kentucky along with her experience with Fortune 100 12 
executives, to promote and create excellence at the Executive MBA and Don and Cathy 13 
Jacobs Executive Education Center in the University of Kentucky's Gatton College of 14 
Business and Economics, where she rose to serve as Executive Director; and 15 
WHEREAS, in her role at the University of Kentucky, Lorna Patches worked to 16 
achieve her goal of "striving to empower women and men to dream big and not back 17 
down from a challenge," and  18 
WHEREAS, Lorna Patches applies the same goals in her current role at The 19 
Council of State Governments, where, as the Director of Leadership Development, she 20 
empowers elected officials and public servants to dream big and equips individuals to 21 
face challenges; and 22 
WHEREAS, Lorna Patches is instrumental in the planning and implementing of the 23 
CSG Henry Toll Fellowship Program, one of the nation's premier leadership development 24 
programs for state government officials. The Toll Fellows Program convenes forty-eight 25 
(48) of the nation's top officials from all three branches of government to stimulate 26

opportunities to assist in the development of leaders of public policy; 1 
NOW, THEREFORE, 2 
Be it resolved by the Senate of the General Assembly of the Commonwealth of 3 
Kentucky: 4 
Section 1. When the Senate adjourns this day, it does so in honor and 5 
recognition of Lorna Patches and her dedication to the development of public service 6 
leaders and the common good; 7 
Section 2. The Clerk of the Senate is directed to transmit a copy of this 8 
Resolution to Senator Brandon Storm for delivery. 9
