A RESOLUTION adjourning the Senate in honor and loving memory of LaDonna 1 
Lynn Koebel. 2 
WHEREAS, LaDonna Lynn Koebel was born to the late Laverne Hardin and Don 3 
Koebel on September 2, 1967, in Louisville's south end where she grew up; and 4 
WHEREAS, LaDonna Lynn Koebel attended Doss High School, where she was a 5 
cheerleader, tennis player, and homecoming queen, and graduated as a valedictorian; and 6 
WHEREAS, LaDonna Lynn Koebel was strongly encouraged by her mother to 7 
pursue further education, so she next attended Kentucky Wesleyan College, where she 8 
was a cheerleader, homecoming queen, representative in the Miss Mountain Laurel 9 
Festival pageant, and member of the Order of the Oak and Ivy, and graduated cum laude 10 
with a degree in Criminal Justice, all while working part-time; and 11 
WHEREAS, LaDonna Lynn Koebel later served for many years on the Kentucky 12 
Wesleyan College Alumni Board of Directors, was awarded the Alumni Service Award 13 
in 2018, and elected Alumni Board President in 2021; and 14 
WHEREAS, LaDonna Lynn Koebel continued her academic achievements, 15 
graduating cum laude with a Master of Science degree in Criminal Justice from the 16 
Eastern Kentucky University College of Justice and Safety, where she was also editor of 17 
the Kentucky Law Enforcement Newsletter; and 18 
WHEREAS, LaDonna Lynn Koebel next conquered the University of Kentucky 19 
School of Law, winning the Moot Court award for best brief, and the heart of her future 20 
husband, Follace Fields; and 21 
WHEREAS, LaDonna Lynn Koebel was admitted to practice in the United States 22 
District Courts for the Eastern and Western Districts of Kentucky and the United States 23 
Court of Appeals for the Sixth Circuit; and 24 
WHEREAS, LaDonna Lynn Koebel became a shining star of public service, first 25 
serving as an adjunct professor for Eastern Kentucky University, then working for the 26 
Kentucky Justice and Public Safety Cabinet as Assistant General Counsel in the 27  UNOFFICIAL COPY  	24 RS BR 2453

Department of Juvenile Justice, where she wrote and implemented sweeping regulations 1 
applying the federal juvenile law requirements in Kentucky, and ultimately serving as 2 
acting commissioner of the department in 2016; and 3 
WHEREAS, LaDonna Lynn Koebel then became Chief of Staff at the Kentucky 4 
Personnel Cabinet, and eventually accepted the position of Executive Director of the 5 
Kentucky Attorney General's Office of Senior Protection; and 6 
WHEREAS, LaDonna Lynn Koebel was far from being all work and no play, she 7 
gardened, antiqued, beached, and decorated, and was known for hauling home large 8 
holiday yard displays in her convertible; and 9 
WHEREAS, LaDonna Lynn Koebel would encourage everyone to make the time to 10 
do what makes you happy, with the people that make you happy, as often as you can; and 11 
WHEREAS, LaDonna Lynn Koebel passed away on February 6, 2024; and  12 
WHEREAS, LaDonna Lynn Koebel will be missed by her husband; their daughter, 13 
Lauren, of whom she was so proud; her stepmother, Connie Koebel; her brothers, Bill 14 
(Janet) McDonald, Mike (Laura) McDonald, David (Tina) McDonald, Don (Kim) 15 
Koebel, and Chris (Camille) Koebel; and scores of cousins, nieces, nephews, in-laws, and 16 
friends who mourn her passing; 17 
NOW, THEREFORE, 18 
Be it resolved by the Senate of the General Assembly of the Commonwealth of 19 
Kentucky: 20 
Section 1.   The Senate extends its sincere condolences to the family, friends, and 21 
community of LaDonna Lynn Koebel upon her passing. 22 
Section 2.   When the Senate adjourns this day, it does so in honor and loving 23 
memory of LaDonna Lynn Koebel. 24 
Section 3. The Clerk of the Senate is directed to transmit a copy of this 25 
Resolution to Senator Greg Elkins for delivery to the family. 26
