A RESOLUTION adjourning the Senate in honor and loving memory of Judy 1 
Taylor. 2 
"Why make a mark on the world when I can scribble all over it?" 3 
Judy Taylor 4 
WHEREAS, Judy Taylor was a native daughter of the Commonwealth of Kentucky 5 
born in Louisville; and 6 
WHEREAS, Judy Taylor had an international presence, traveling often and residing 7 
in both England and Israel, besides spending her formative years in New Mexico; and 8 
WHEREAS, Judy Taylor was an institution herself in the storied halls of the 9 
Capitol Annex and Capitol Building, having the distinction of being the first female 10 
contract lobbyist in the Commonwealth; and 11 
WHEREAS, Judy Taylor's career in lobbying started in 1976 as she volunteered for 12 
the Kentucky Association of Older Persons. Her first paid contract was in 1978 with the 13 
Kentucky Chapter of Physical Therapists. She represented diverse interests from the 14 
Kentucky Court Reporters Association to Apple Computers. The Lexington-Fayette 15 
Urban County Government and Keeneland constituted some of her well-known local 16 
clients; and 17 
WHEREAS, Judy Taylor loved spending time with young people, whether it was 18 
speaking to them about lobbying or teaching them the choreography of a dance routine in 19 
a high school senior play; and 20 
WHEREAS, Judy Taylor's diminutive size belied her hearty approach to life, her 21 
closely held faith, her family, her generosity, and her kindness to all; and 22 
WHEREAS, within the Capitol campus, no legislator or other person frequenting 23 
the campus can see a cookie and not think of Judy Taylor, as she dispensed her famous 24 
baked goods with glee and at a production frequency hinting of magic; and 25 
WHEREAS, on October 12, 2023, Judy Taylor transcended these Earthly bounds to 26

WHEREAS, Judy Taylor is survived by her daughter, Maresa Taylor (Randy) 1 
Fawns; her son, Paul Taylor; her grandchildren, Joseph Thomas (Allison) Fawns, Samuel 2 
Reese Fawns, and Kennedy Ann Taylor; her brother, John Harris; and her half-sister, 3 
Norela Harrington; 4 
NOW, THEREFORE, 5 
Be it resolved by the Senate of the General Assembly of the Commonwealth of 6 
Kentucky: 7 
Section 1.   The members of the Senate do hereby honor the life, distinctions, and 8 
accomplishments of Judy Taylor and furthermore affirm that her mark has left no corner 9 
of this world, or person fortunate to have known her, untouched. 10 
Section 2.   When the Senate adjourns this day, it does so in honor and loving 11 
memory of Judy Taylor. 12 
Section 3. The Clerk of the Senate is directed to transmit a copy of this 13 
Resolution to Senator Gerald Neal for presentation to the family of Judy Taylor. 14
