A RESOLUTION adjourning the Senate in honor and loving memory of Brother 1 
Joe Adams. 2 
WHEREAS, Brother Joe Adams was born February 10, 1946, in Louisville, 3 
Kentucky, to James and Charlene Linker and he was born again in June 1956, in Bowling 4 
Green, Kentucky; and 5 
WHEREAS, Brother Joe began preaching at the age of 14 in the early 1960s in 6 
Youth for Christ meetings and youth revivals. After proudly serving his country for four 7 
years as a member of the United States Air Force during the Vietnam War, he returned to 8 
Kentucky and graduated from Western Kentucky University with a degree in accounting. 9 
During his studies, he continued his ministry, serving as youth director in his local church 10 
and preaching at youth revivals; and 11 
WHEREAS, Brother Joe married his beloved wife, Saundra, in 1965. Together they 12 
traveled throughout Kentucky holding "God and Country" weekend revivals and "Family 13 
and Home" seminars; and 14 
WHEREAS, Brother Joe was a familiar face in the halls of Frankfort. He served as 15 
a chaplain to the General Assembly for 28 years and has ministered to members of the 16 
Senate and House of Representatives, staff and interns of the Legislative Research 17 
Commission, and visiting guests, family members, and constituents. A modern-day 18 
"Barnabas," Brother Joe was a true "son of encouragement"; and 19 
WHEREAS, in addition to his ministry to the General Assembly, Brother Joe 20 
traveled to Washington, D.C., each month to counsel our United States congressmen. The 21 
former pastor of three different successful churches, he served Christ as a consultant and 22 
home minister, helping churches understand their government and conducting family 23 
seminars. He is was one of the founders of the Christian Home Educators of Kentucky, 24 
an organization that has positively impacted the lives of thousands of young Kentuckians; 25 
and  26 
WHEREAS, everyone who has interacted with Brother Joe knew that he loved 27  UNOFFICIAL COPY  	24 RS BR 1760

them. His Christ-like determination to demonstrate love that is patient, kind, rejoices in 1 
the truth, and never fails endeared Brother Joe Adams to countless Kentuckians who 2 
work and serve at the Capitol; and 3 
WHEREAS, on Wednesday, January 17, 2024, Brother Joe Adams traversed these 4 
earthly bounds. His body succumbed to complications due to exposure to Agent Orange 5 
as a soldier for his country, but Heaven gained him as a soldier of Christ; and 6 
WHEREAS, Brother Joe was preceded in death by his wife Saundra Jean Adams, 7 
and his parents; and 8 
WHEREAS, Brother Joe is survived by his children, Alesha (John) Seay of 9 
Frederick, Maryland, Paul (Amye) Adams of Cox’s Creek and Andrea (Mark)  Forester 10 
of Portland, Tennessee; sister, Jean Barnes of Lawrenceville, Ga.; brother-in-law, David 11 
Patterson; nine grandchildren, Sarah Seay (Danny) Ortiz, Cynthia Seay, Karissa Seay, 12 
John Mark  (Hannah) Seay, Blake Adams, Emily Adams, Zachary Adams, Tyler Forester 13 
and Trevor Forester; and great-grandchildren, Kristiana Ortiz, Silas Ortiz, Ryan Ortiz and 14 
Jon Lee Seay; and 15 
WHEREAS, on behalf of all the members of the General Assembly, past and 16 
present, who have been blessed by his ministry, this Honorable Body expresses its 17 
heartfelt condolences on the passing of Brother Joe Adams; 18 
NOW, THEREFORE, 19 
Be it resolved by the Senate of the General Assembly of the Commonwealth of 20 
Kentucky: 21 
Section 1.   The Senate hereby expresses its most profound sympathy upon the 22 
passing of Brother Joe Adams. 23 
Section 2.   When the Senate adjourns this day, it does so in honor and loving 24 
memory of Brother Joe Adams. 25 
Section 3. The Clerk of the Senate is directed to transmit a copy of this 26 
Resolution to Senator Jimmy Higdon for deliver to the family. 27
