UNOFFICIAL COPY 24 RS BR 1785 Page 1 of 2 XXXX 1/24/2024 3:07 PM Jacketed A RESOLUTION adjourning the Senate in honor and loving memory of Jack 1 Carter. 2 WHEREAS, Jack Carter was born on February 26, 1937, in Rowan County, 3 Kentucky, to the late W.H. "Bill" and Lydia Susan Moore Carter; and 4 WHEREAS, Jack Carter graduated from University Breckinridge School, attended 5 Morehead State University, and served two years in the United States Marine Corps; and 6 WHEREAS, Jack Carter completed lumber grading school in Memphis, Tennessee. 7 With his new skillset, he worked for his father-in-law at Ray L. White Lumber Company. 8 Later, Jack Carter and his brother, Roger, co-owned Carter Brothers Lumber in Sandy 9 Hook. Jack Carter also owned Appalachian Wood Products in Morehead; and 10 WHEREAS, Jack Carter was elected sheriff of Rowan County in 1972. He served a 11 total of nine terms until his retirement in 2014. As the second longest serving sheriff in 12 Kentucky, Jack Carter was recognized by the Rowan County Judge-Executive and fiscal 13 court in 2019. To memorialize the occasion, a plaque honoring his service was placed 14 near the entrance to the Rowan County Courthouse; and 15 WHEREAS, Jack Carter was a distinguished and skilled athlete. He played baseball 16 and basketball while attending University Breckinridge School and Morehead State 17 University. He continued to play baseball while serving in the Marine Corps and was 18 eventually drafted by and played for a Chicago White Sox farm team. To close out his 19 baseball career, Jack Carter played with the Morehead American Legion Post 126. Jack 20 Carter loved all sports, but his favorite was golf. He derived great pleasure from hitting 21 golf balls anywhere and everywhere; and 22 WHEREAS, Jack Carter married the love of his life, Rebecca White Carter, on 23 August 26, 1961. Enjoying nearly 52 years together, the two were loving parents, 24 grandparents, and great-grandparents; and 25 WHEREAS, Jack Carter departed this earthly life on January 19, 2024, to join his 26 wife in Heaven. He is preceded in death by his parents; his sister and her husband, Lois 27 UNOFFICIAL COPY 24 RS BR 1785 Page 2 of 2 XXXX 1/24/2024 3:07 PM Jacketed Anne (Jack) Holley; his brothers, Joe Carter and Billy Carter; and his in-laws, Ray Lee 1 and Ethel Mae Hall White; and 2 WHEREAS, Jack Carter is survived by his son, Joe (Amy) Carter; two daughters, 3 Sally (Ed) Dettwiller and Sandy (Randy) Eldridge; six grandchildren, Caralyne Carter, 4 Hannah Eldridge, Jake Eldridge, Maggie Dettwiller (Andrew) McKay, Molly Dettwiller 5 Sullivan, and Emily (Chris) Waltz; five great-grandchildren, Carter Waltz, Katlyn Waltz, 6 Emerson McKay, Annie McKay, and Olivia McKay; his brother, Roger (Carol) Carter; 7 sister-in-law, Lyda White, and numerous devoted nieces, nephews, cousins, extended 8 family, and dear friends; 9 NOW, THEREFORE, 10 Be it resolved by the Senate of the General Assembly of the Commonwealth of 11 Kentucky: 12 Section 1. The Senate hereby expresses its most profound sympathy upon the 13 passing of Jack Carter. 14 Section 2. When the Senate adjourns this day, it does so in honor and loving 15 memory of Jack Carter. 16 Section 3. The Clerk of the Senate is directed to transmit a copy of this 17 Resolution to Senator Greg Elkins and Senator Stephen West for delivery to the family. 18
