PURPOSE OF MEASURE: The purpose of this measure is to allow private entities the 
opportunity to enter into a sponsorship agreement with the Transportation Cabinet (KYTC) to 
install acknowledgment signs around rest areas and help defray maintenance costs.  
 
FISCAL EXPLANATION : KYTC estimates an initial cost to promulgate regulations and a 
small amount of continuing staff time to evaluate and establish the sponsorships. They anticipate 
these costs to be minimal. KYTC also anticipates a minimal increase in revenue associated with 
the sponsorships that would alleviate the costs associated with maintaining rest areas. The 
increases in expenses and revenues will mostly offset, with a slightly higher revenue. The 
amount will depend on the sponsorships, so the full impact is indeterminable.
