PURPOSE OF MEASURE: The purpose of the measure is to specify that students who are 
admitted to an inpatient facility are eligible to receive home or hospital instruction beginning on 
the day the student is admitted. 
 
FISCAL EXPLANATION : Currently, in accordance with KRS 158.033(3), a school district 
receives SEEK funding for a home and hospital student only if that student receives a minimum 
of two one-hour instructional sessions per week. This means that a district with a student 
admitted to an inpatient facility for a very short duration, for example one or two days, would not 
receive SEEK funding during that time frame for that student. In those very limited instances, 
this bill would expand the population of students eligible to receive home and hospital 
instruction, therefore there is a fiscal impact. However, the population of students that are 
admitted to inpatient facilities for short durations is exceedingly small relative to the entire home 
and hospital population. For context, during the 2024-2025 school year, the Kentucky 
Department of Education sent districts just over $12.1 million for the entire home and hospital 
population. The fiscal impact will be small and indeterminable because the number of students
