PURPOSE OF MEASURE: The purpose of the measure is to allow school districts to purchase 
wearable panic alert systems, which permit wearers to clandestinely alert first responders to an 
emergency event. The measure is permissive, and does not require the purchase of the systems. 
The Kentucky Department of Education (KDE) must make available a list of approved systems 
to school districts. Finally, the Center for School Safety must establish a grant program to 
provide up to a 50% match for districts that purchase and maintain wearable panic alert systems, 
but the grants are subject to the availability of funds.   
 
FISCAL EXPLANATION : The measure requires KDE to compile a list of approved systems, 
which can be accomplished with existing resources. The Center for School Safety grant program 
is subject to the availability of funds. Therefore, there is no state fiscal impact associated with the 
measure.
