PURPOSE OF MEASURE: The measure creates a new office within the Cabinet for Economic 
Development, Office of Outdoor Recreation Industry, lists the duties and responsibilities of the 
office, and updates the enumeration of departments for the Cabinet.  
 
FISCAL EXPLANATION : The measure is estimated to cost $810,000 annually, including 
$560,000 for personnel and $250,000 for operating expenses. The executive director, appointed 
by the secretary, will have a total compensation, including fringe benefits, of $260,000. Office 
staff positions, possibly classified at grades 17 or 18, will have a total compensation, including 
fringe benefits, of $150,000 for each position. For fiscal year 2025, the benefit rate for personnel 
positions is approximately 70 percent. The cabinet plans to hire two positions. Operating costs, 
estimated at $250,000, will cover operations, marketing, resources, and travel.
