PURPOSE OF MEASURE: House Bill 322 amends KRS 164.2841 to expand tuition benefits 
to families of emergency medical service personnel (EMS) who died in active service or from a 
service-related disability. House Bill 322 also amends KRS 164.2842 to extend tuition benefits 
to the spouses and children of permanently disabled EMS personnel and replaces the 36-month 
tuition limit with a cap of 128 undergraduate credit hours. 
 
 
FISCAL EXPLANATION : House Bill 322 will expand eligibility for tuition benefits; however, 
the fiscal impact is indeterminable due to the lack of available data on eligible beneficiaries. This 
measure could impact General Fund and restricted funds. Once General Fund is appropriated to 
an institution or college, it is deposited into their respective restricted fund operating accounts.
