AN ACT relating to economic development. 1
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2
Section 1. KRS 154.12-223 is amended to read as follows: 3
(1) There is created within the Cabinet for Economic Development the Department for 4
Business and Community Development, which shall be headed by a commissioner 5
appointed by the Governor. The department shall work with each Kentucky county 6
and community in: 7
(a) Providing customer service and project management with new and existing 8
industries; 9
(b) Overseeing programs and initiatives designed to support new investment, job 10
creation, and retention across the state; 11
(c) Providing sufficient technical resources to create and maintain a database to 12
facilitate sales transactions between Kentucky businesses; 13
(d) Administering activities related to business site selection; and 14
(e) Collaborating with community partners and other agencies on workforce and 15
economic development opportunities. 16
(2) The department shall include the following divisions, each of which shall be headed 17
by a director appointed by the secretary pursuant to KRS 12.050: 18
(a) The Development and Retention Division – West Kentucky; 19
(b) The Development, Retention, and Administrative Division – Central and East 20
Kentucky; and 21
(c) The Community and Workforce Development Division. 22
(3) The department shall establish the following positions, each of which shall be 23
tasked with industry recruitment and job creation in order to promote 24
development in areas affected by the declining coal industry: 25
(a) The Western Coal Field project manager; and 26
(b) The Eastern Coal Field project manager. 27
