AN ACT relating to the establishment of a grant database. 1 
Be it enacted by the General Assembly of the Commonwealth of Kentucky: 2 
SECTION 1.   A NEW SECTION OF KRS CHAPTER 42 IS CREATED TO 3 
READ AS FOLLOWS: 4 
(1) As used in this section: 5 
(a) "Agency" means any state or local governmental department, cabinet, 6 
institution, board, commission, office, or any other unit of government; and 7 
(b) "Grant": 8 
1. Means money, equipment, material, or services that may be available 9 
to an individual or entity from any agency through an application 10 
process administered by the agency; and 11 
2. Does not include contracts for goods or services an agency obtains 12 
through the Kentucky Model Procurement Code, KRS Chapter 45A. 13 
(2) The Finance and Administration Cabinet shall establish a grant database that 14 
shall serve as a single, unified entry point for individuals and entities to access 15 
and review agency grant opportunities. The database shall: 16 
(a) Include the ability to use keyword searches to discover all available grant 17 
opportunities; and 18 
(b) Provide in the information section of the related grant all information 19 
reported by agencies as required under subsection (4) of this section. 20 
(3) The primary goals of the grant database include: 21 
(a) Ensuring state and local grants are easily accessible for individuals and 22 
entities of the Commonwealth; and 23 
(b) Clearly stating requirements for grants to ensure submissions are qualified 24 
for the potential grant. 25 
(4) Beginning December 1, 2025, all agencies shall report quarterly to the Finance 26 
and Administration Cabinet the grant opportunities that are currently available 27  UNOFFICIAL COPY  	25 RS BR 1871

from their agency. The report shall include: 1 
(a) The title of the grant; 2 
(b) The statute or administrative regulation that authorizes the grant; 3 
(c) The posting date of the grant; 4 
(d) The deadline for applying for the grant; 5 
(e) The eligibility criteria for the grant; 6 
(f) The total funds available, including the maximum and minimum amounts a 7 
grant recipient could receive;  8 
(g) The grantor's contact information; and 9 
(h) Any other information that may assist in the identification and orderly 10 
allocation of grant funds. 11 
(5) Each county and area development district shall display a link to the grant 12 
database prominently on the homepage or first page of its website. 13
