PURPOSE OF MEASURE: The purpose of this measure is to require the Finance and 
Administration Cabinet (FAC) to establish a grant database that will serve as a unified entry 
point for individuals and entities to access and review grants.  This measure requires agencies 
report all state grants to FAC beginning December 1, 2025.   This will ensure that grants are 
easily searchable and accessible and provide all pertinent information in relation to each grant.  
 
FISCAL EXPLANATION : The Cabinet has not responded to this specific request; however, an 
estimate for the creation of a similar database was estimated between $2 million and $2.5 
million. The annual ongoing costs for this database are estimated at $500,000 for additional staff 
and the expenses related to updating and maintaining the database.
